SUMMARY Supports Cherokee Nation Management & Consulting''s client, the 60th Civil Engineer Squadron at Travis AFB, Ca. Supports the Base Engineering personnel during Pre- and Post-Project Acquisition engineering activities. Assists with project requirement definition, draft Performance Work Statements (PWS), prepare Statements of Work (SOW), draft programming documents (DD 1391s) develop cost estimates, space planning and other components of the acquisition package for government approval and submission. Executes project technical reviews of designs, cost estimates, and specifications for Facility Sustainment Restoration & Modernization (FSRM) and Military Construction (MILCON) projects. Prepares reports of findings and provides recommendations to 96 CEG personnel. Interacts with key stakeholders to identify potential design deficiencies, space management, value added opportunities, and resolve design conflicts. Conducts Post-Award Construction support activities by facilitating meetings, developing technical presentations, and shall perform all required enterprise business system data entry for assigned projects, as required. Personnel will participate in planning/design charrette activities; review/oversight of Contractor work in progress; and quality assurance/quality control and provide observations and recommendations to the Government. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: * • Assists in the planning, development, programming and advocacy of FSRM, UMMC, and MILCON requirements. * • Provides comprehensive strategic planning for the installation, including developing, maintaining and updating base plan (i.e. Installation Development Plan, Area District Plans, Installation Complex Encroachment Management Action Plan, etc). * • Develops facility requirements in accordance with applicable AF guidelines, criteria and business rules. * • Define and Develop engineering project requirements and translate them into Performance Work Statements/Statements of Work * • Understands and applies appropriate facility planning criteria such as UFC, NFPA and IBC, etc. * • Assists in the development of the Base Comprehensive Asset Management Plan (BCAMP) to include reviews, approvals, and submissions. * • Prepares parametric (Class 3) and unit price (Class 1) construction cost estimates using estimating tools such as PACES, RSMeans Cost Books and E4Clicks, TRIRIGA. * • Assist in managing off-base planning coordination activities, site planning and airfield planning * • Review project plans, designs and submittals to ensure conformance to Installation Development Plans * • Prepare and submit plans for approval boards * • Evaluate information against a set of industry standards * • Simultaneously manage technical reviews of multiple design & construction projects * • Assists in the development of the following: Project Scoring Worksheets (PSWs), Comprehensive Planning Platform (CPP), Vector Checks, Simplified Analysis of Alternative (SAoAs), Conceptual Charrette Reports(C2Rs), 5 Rs (Robustness, Redundancy, Resourcefulness, Response and/or Recovery) Condition Index (RCI), DD Form 1391s, Facility Space Worksheets, etc. as outlined by the Air Force Installation and Mission Support Center and the Air Force Civil Engineer Center published business rules and guidance. * • Simultaneously manages multiple requirements. * • Conducts Quality Assurance reviews of on-going engineering projects and provides reports and recommendations to the client * • Performs other job-related duties as required. * Evaluates information against a set of standards SUPERVISORY/MANAGEMENT AUTHORITY No supervisory or management authority. EDUCATION AND EXPERIENCE * • BS in engineering, architecture or construction management with 5 years'' experience as a Construction Project Manager or Commercial Construction Estimator. Experience and understanding of the military planning and programming process * • Minimum 3 years'' related work experience * • Knowledge of NEPA and the Environmental Impact Analysis Process (EIAP) is required * • Ability to read, interpret, and analyze technical designs and drawings is required * • Experience with Air Force Civil Engineer planning and programming is highly desired * • Familiarity with airfield planning and safety criteria is desired * • Excellent communication skills both oral, visual and written * • Strong computer skills working with Microsoft Office programs KNOWLEDGE, SKILLS AND ABILITIES * • Ability to simultaneously manage multiple requirements. * • Ability to work independently with minimal supervision. * • Excellent communication skills both oral, visual and written. * • Proficiency in Microsoft Office products (Excel, Word, PowerPoint and Outlook). * • Experience in RSMeans Cost Books and PACES required. * • Experience in GIS and NEXGEN IT (TRIRIGA) desired. * • Experience in E4Clicks desired. * • Experience with VAST, BUILDER SMS, PAVER SMS and Tableau desired. * • Ability to successfully pass drug screening and a federal background check is required. * • Experience with programming of high-interest, high-visibility Air Force projects. * • Working knowledge of project programming/DD1391 development practices is required. * • United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC). * Successfully pass a federal background check and a drug screen. * Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors.
