Supplemental InformationOffice of Teaching & Learning - Educator DevelopmentJob Focus Area:The Education Program Consultant 5-A is a supervisory position located within the Office of Teaching and Learning, Division of Educator Development, serving as the project lead for teacher evaluation and educator development policy for the state. This position reports to the Deputy Assistant Superintendent, Educator Development. This position will manage an EPC 4 who serves as the policy and strategy lead; oversees the implementation of Louisiana''s new teacher preparation quality rating system; leads strategy relative to Louisiana''s evaluation system for preparation providers; implements program approval; as well as leads policy development and implementation for the Division of Educator Development. This position will also manage the EPC 3 responsible for the data management of the teacher preparation accountability system and federal reporting and another EPC 3 that leads strategy relative to Louisiana''s evaluation system for educators; and implements teacher evaluation (Compass). This position will be charged with the oversight of teacher evaluation as well as the teacher preparation program accountability and program approval programs. This position will be responsible for program management, program development and implementation, technical assistance, and professional development.Preferred Qualifications:Those candidates with a strong background in strategy, leadership, communication and project management are encouraged to apply. A master''s degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.2. Serves as the project coordinator for all related activities.* Approves the development, revision, implementation, and evaluation of current and long-range plans, rules, regulations, guidelines, and policies for multiple statewide programs in accordance with federal or state laws and policies* Approves the design, development, and implementation of innovative educational programs and research projects on the basis of national and state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments* Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws and regulations, and answers questions and assists in the resolution of education problems* Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education* Directs the administration on implementation of major elements of the state''s evaluation model for both K-12 educators as well as teacher preparation programs* Manages communications to the field to ensure compliance with evaluation requirements* Oversees the selection and management of a third party vendor to conduct on site reviews for all state-approved teacher preparation programs* Evaluates the effectiveness of evaluation programs to determine potential improvements* Determines the tools utilized in evaluation programs (ie. rubrics, list of high need schools for meeting workforce needs component of educator preparation accountability program,etc.)Directs the administration of the major elements of the state''s program approval model or K-12 teacher preparation programs, mentor and content leader trainings, and early childhood ancillary certificate programs.* Sets review cycles and processes and communicates to the field* Selects and manages appropriate reviewers with relative background experience* Makes approval recommendations to the Board of Elementary and Secondary Education (BESE)Coordinates state and federal educational program activities within and outside the divisionMakes recommendations to the division director regarding mandates and discretionary programs and budgetary and personnel matters.Develops and recommend to the division director programmatic policy directives and procedural guidelines to local education authorities (LEAs)Represents the agency on key departmental committees working on departmental policies, accountability, technology, as well as inter office mattersAdvises the Executive Director on the progress of programs in meeting established goals and objectives.Makes recommendations to the Executive Director regarding mandated and discretionary programs and budgetary or personnel matters.15% Staff Management* Manages multiple workstreams, including teacher evaluation, teacher preparation program accountability, teacher preparation program approval, and special events* Ensures staff successfully achieves yearly goals and priorities* Oversees time/leave approvalRecruits, interviews, and recommends approval for hiring personnel and evaluates performance of personnelDirects and supervises personnel activities toward meeting goals and objectives related to division programs.5% Other* Assists with the design and development of pilots, surveys, and conducts research as needed by the Department* Performs all additional duties and responsibilities as directed by the supervisor and/or Division Director
