Position Description XLA is looking for a Program Manager to support a federal customer located in Washington, DC. To provide Program Support to the evolving Amtrak capital program. * Expert knowledge and recommendations based on extensive passenger railroad understanding and experience to analyze current activities and provide guidance on best governance practices. * Approach and structure that will help ensure Amtrak grant funds are spent in a manner that ensures the highest value in accordance with statutory requirements. FRA has worked with Amtrak to implement the FAST Act Account Structure that includes specific requirements associated with financial reporting, grant management and business line planning. * Shall provide the FRA with operational support for the development of the program and risk management plans for those grants which fund the Amtrak Capital Program (About 50 million per year) * Must be ale to provide alternative grantee and stakeholder institutional structures, taking into account cross comparisons among various projects and organizations and then highlighting strengths for future best practices. * Develop input for a strategic plan to establish a cooperative process for a working relationship with Amtrak based upon best practices involving an appropriate exchange of data and information. * Develop a Program Management Plan and a Program Risk Management Plan for FRA''s use in overseeing/governing Amtrak''s capital project execution Requirements * Bachelor''s Degree * Expert knowledge and extensive experience on Passenger Railroad (Amtrak) * Experience analyzing current activities and provide guidance on best governance practices. * Experience or knowledge of the FAST Act Account Structure * The ability to obtain and maintain a US Government Security Clearance ZR Options Apply for this job online Apply Share Email this job to a friend Refer Sorry the Share function is not working properly at this moment.
