MCTOG Exercise Development Support - Operations Subject Matter Expert (SME) - Part Time Primary Location: Twentynine Palms, CA Clearance: Active Secret with TS/SCI eligibility Ability to work remotely: No Job Summary The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and integration, and unit readiness planning at the company, battalion, and regimental levels to support GCE Training and Readiness (T&R) events. The Marine Corps Tactics and Operations Group (MCTOG) Exercise Development Support - Operations SME shall demonstrate significant MAGTF experience with battalion or regimental command or Operations billets or Division/MEF Staff (G3, G5 or G7) experience leading and training Marine Corps Ground Combat Arms units. The candidate will have experience with Marine Corps training and education programs and comprehensive knowledge of the Marine Corps training and education system, training philosophy and implementation policies. The Operations SME will collaborate with MCTOG Exercise Control (EXCON) personnel to support the team''s tasks to develop, analyze, organize, plan, coordinate, and produce exercise scenario materials and exercise control methodologies specific to the designed scenario to achieve the commander''s training objectives. The candidate will synchronize operations order products with all exercise design elements to include doctrine and techniques, tactics and procedures across the service, joint community, and allied partners. The focus of work will be on operational and tactical operations, operational and tactical planning requirements, and GCE operations as it relates to the Range of Military Operations (ROMO) and the warfighting functions. Specific Responsibilities * Have experience with Marine Corps training and education programs and comprehensive knowledge of the Marine Corps training and education system, training philosophy and implementation policies. * Familiar with the Marine Corps training and education environment. * The Operations SME must demonstrate working knowledge of current Marine Corps training policy and procedures through documented previous work experience. * The Operations SME must be familiar with the professional military education institution/program (resident/non-resident), such as would be experienced at the Expeditionary Warfare School, Command and Staff College, Staff Noncommissioned Officer Academy, Advanced Leadership School or equivalent levels. * Capable of working efficiently in a military staff environment that requires coordination both internally and externally with higher headquarters units such as MCGTFTC, TECOM, and fleet HQ units. * Must be familiar with and adhere to established command and staff procedures especially those involving staff coordination and chain of command. * Have the ability to design and develop training courses or course materials, plan and conduct training program evaluations, and have knowledge and experience in the development, execution and assessment of training plans and training events from platoon to division level. * SME must have demonstrated background in developing information and decision briefs and associated supporting documentation for General Officer level audiences. This will require strong written and oral communication skills. Qualifications * Master''s degree or equivalent experience is required and a minimum of 7 years of experience in USMC organizational processes at the regimental/base level or above to include a thorough understanding of functional roles and responsibilities of staff areas. * A minimum of 15 years of experience in USMC, joint, and multinational operations at the tactical and operational levels of war. * A minimum of 10 years of experience in employing and supervising the employment of various types of USMC forces/capabilities (including reserve component). * A minimum of 4 years of experience with the policies, procedures, and methods associated with the creation of USMC doctrine and the development of USMC training standards. * Documented experience in the management and execution of Marine Corps training and education programs and comprehensive knowledge of the Marine Corps training and education system, training philosophy and implementation policies. * Capable of working efficiently in a military staff environment that requires coordination within MCTOG, TECOM and external commands and organizations. * Familiar with and adheres to established command and staff procedures especially those involving staff coordination and chain of command. * Excellent command of the English language; written and verbal. * A combination of knowledge and experience will be considered. * Shall have a minimum of 20 years of operational experience primarily in the GCE with billets of an Operations Officer and/or Commanding Officer at a Battalion or Regimental level. * Expert knowledge of the roles and missions of various types of USMC forces/capabilities (including reserve component), their employment, and how they contribute to USMC operations. * In-depth understanding of USMC warfighting doctrine, warfighting functions, commander and staff operations, and Marine Corps procedures and responsibilities across all levels of war. * Must possess knowledge of USMC requirements and capabilities in executing combat operations across the ROMO, including how the USMC executes operations in support of USMC MAGTF and Joint Force operations. * Must possess knowledge of USMC emerging concepts and new doctrine in order to fulfill the GCE Proponent doctrine integration functions throughout the USMC and Joint doctrine communities. * Must possess extensive experience in the Marine Corps Planning Process and ability run Operational Planning Teams (OPTs) as necessary. * Must possess knowledge of other services (Air Force, Navy, and Army) combat operations doctrine to ensure thorough linkage between USMC and Joint Service Operations Doctrine. * Must be an expert in both oral and in written communications in order to facilitate the conversion of concepts into doctrinal statements, manuals and publications. * Must possess high levels of initiative, self-direction, and discretion to work effectively under a minimum level of supervision to meet deadlines. * Must be able to multi-task efficiently and work in a fast-paced environment on multiple projects and have a strong attention for detail. Physical Requirements and Work Environment * Garrison work environment. * Routine work schedule: M-F 0700 to 1700. * Occasional extended working hours will be required to meet deadlines or during support to exercises. * Typically, employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives. * Must be able to lift 75 pounds. * Must be able to work in austere conditions with temperature and environmental conditions experienced in the High Desert. Travel * Domestic travel may be required for training and program coordination. * May be required to travel OCONUS to conduct installation, training or maintenance. Accordingly, a valid passport is required. * Travel is estimated to be up to 20%.
