Intelligence Planner - Senior (GATR) Location District of Columbia, Metro Department BUSINESS DEVELOPMENT Employment Duration Full Time Celestar Corporation is seeking to identify an Intelligence Planner - Senior (GATR) who will perform duties at Headquarters, Department of the Army, Washington, DC. CLEARANCE REQUIREMENT : Active Top-Secret Level Clearance with SCI Access ANTICIPATED AWARD DATE: October/November 2022 ANTICIPATED START DATE: November/December 2022 PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years LOCATION: Primarily DC Metro (The Pentagon/Crystal City, VA/Arlington, VA); As Directed by the COR, work may periodically be performed at other Army sites that may include: Fort Huachuca, AZ, Aberdeen Proving Grounds, MD, Fort Meade, MD, and Fort Belvoir, VA. RESPONSIBILITIES * Provide analytical and technical services to support Army intelligence policy, plans and programs necessary to collaborate in the assessment, evolution, and transformation of Army MI systems, tools, capabilities, training, and mutually supporting policies within the Army IC; analytic and studies support to Army intelligence initiatives that may include increasing MI capacity and advanced skills readiness, growing Army human Intelligence capabilities, force-wide intelligence systems capability, establish Army and Joint community intelligence processing, exploitation and dissemination (PED) policy and procedures, revitalizing intelligence training at home station and combat training centers, expanding persistent surveillance and exploitation capabilities, changing MI culture, transforming Army intelligence at war, and special studies in support of DCS, G-2 staff elements; analyze the posture of Army ISR systems & capabilities, Army MI force readiness, structure, strength, and resource management in support of Army intelligence. * Provide analytical and technical services for Army Intelligence Resource Management functional and technical expertise in support of the DCS, G-2 Military Intelligence Program (MIP) and National Intelligence Program (NIP) integration, intelligence program budget submissions, and development of the Congressional Budget Justification Book (CBJB), support budget execution activities for appropriated funds in accordance with Congressional and oversight direction, develop, monitor and analyze annual spend plans and work with financial systems and databases inherent to the DCS, G-2. REQUIREMENTS * Executes and on occasion, leads research, analysis, and evaluation efforts as well as studies, analyses, assessments, and technical reports, which may include the use of existing documents, databases, models, architectures and simulations. Deliverables produced shall be in a variety of formats in response to a wide range of requirements and delivery schedules. * Provides mid to high-level analytical assessments and advice on complex issues, which require extensive knowledge of the subject matter. May attend various types of symposia and meetings at the ARSTAF and DOD level. * Conduct research and drafting executive summaries, presentations, information papers, and decision papers for senior leadership * SME level of knowledge of Army Aerial ISR(AISR) aircraft (QRC & POR) and sensor capabilities/employment, latest AISR R&D efforts and GDIP budget process * Knowledge of Army and Joint PED and associated architecture * Knowledge of TRADOC, INSCOM and PEO-IEW&S roles, missions and functions * Demonstrated knowledge of ISR capabilities - systems, personnel processes and the PPBE process and Army force Management. * Demonstrated briefing and writing skills. * Experience in preparation and presentation of briefings on projects, studies and analysis to senior leaders and other ARSTAF action officers; may attend various types of meetings and symposia at the ARSTAF and DOD level. * Has a working knowledge of HQDA G-8/FDI or G-6architecture, operations, or network integration or Cyber/EW/SIGINT EDUCATION & EXPERIENCE : * Bachelor''s Degree; advanced intelligence discipline training; or other equivalent DoD or service Intelligence experience * Fourteen (14) years of experience as an Army Intelligence analyst with experience from tactical to strategic. * Has served as a staff action officer at the HQDA (DCS, G-2 preferred) or Joint or a closely related DOD organization/agency. * Combat deployment experience as an Intelligence Officer (ACE chief, Collection Manager, G-2 or Senior Intelligence Officer preferred); Interagency and Multi-National experience DESIRED EXPERIENCE: * Graduate from the Command and General Staff College or similar Senior Staff College IMPORTANT NOTE : This is a Best Athlete Selection Process!
