Job DescriptionASRC Federal is seeking to identifya Senior Project Managerin anticipation of upcoming work in Washington, DC. DHS United States Coast Guard (USCG) Clearance or Entry On Duty (EOD) required; active Secret Clearance preferred also ***Contingent offer will be extended***Overview:The Senior Project Manager will have the following capabilities and experience:10+ years IT program management experience Experience supporting at DHS USCG 7+ years of managing agile programs including Scrum, Kanban, Lean approachesThe ideal candidate will have a proven track records in IT agile services delivery and comes with experience managing multiple teams in a multi-partner multi-vendor environment. Candidate should have experience supporting mission critical operations including Platform Support, Operations Support, Application Development, Software as a Service, Infrastructure and Monitoring.A skilled leader who has been constantly acknowledged for establishing and delivering successful projects, programs and supporting Agile / DevSecOps environments. You bring skills in developing partnerships, modeling behaviors, and developing team capabilities.You will partner with the government managers, enterprise stakeholders, IT support organization and development teams to chart a service delivery roadmap, manage deliverables, and meet quality requirements.Responsibilities:Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (KO), the task order-level Task Managers (TM), Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific projects and ensuring that the technical solutions and schedules are implemented in a timely manner. Serve as point of contact for project associated status and information.Responsible for all aspects of project and contract management, project planning, staffing, cost, schedule, performance, deliverables, and quality controlExperience leading a team on large projects or a significant segment of large / complex projectsCustomer relationship management including regular face-to-face meetings, briefings, and sessions with key stakeholders to manage customer-facing project milestones, deliverables, and communication.Provide cross-functional coordination and team communications.Provide management level visibility and reporting on project status and risks with mitigation strategies.Utilize operation information systems and update them regularly. Effectively use project management tools (spreadsheets, dashboards, etc.).Work with agency leadership to develop and implement IT modernization and transformation strategy. Support lean Agile (SAFe) DevSecOps IT governance framework.Manage team of resources with the applicable expertise and engineering skills to support the following Infrastructure and Systems:Software / Application Development and SustainmentNetwork Operations SupportHost Systems SupportIT Service ManagementWorking knowledge of Cloud and on-Prem OperationsDevSecOps Team ManagementEnsure services are delivered and performed in accordance with the contract requirements.Manage schedule, content, and quality of deliverables in an Agile SAFe environment.Manage resources to identify, support, and manage the risks for all functional areas of the program.Manage and ensure maintenance of SELC documentation for various project functional areas including but not limited to Project Management Plan, Quality Control Plan, and Risk Management Plan.RequirementsQualifications:Bachelor''s Degree in Information Systems, Engineering, Business or related scientific or technical disciplineA minimum of10+ years of IT experience.A minimum of 7 years of experienceof Agile methodology and project management in a federal environment.Experience with SAFe and/or Agile Scrum is preferred.Current DHS USCG EOD and/or Secret Clearance desirable.Team player, leader and motivated to learn and take ownership and accountability.Experience developing, communicating, socializing, and executing on key strategies for end-to-end modernization and transformations across an enterprise.Excellent organizational skills including attention to details, time management, and multi-tasking skills.Tools/Technology/Certifications:PMI Agile Certified Practitioner (PMI-ACP) or equivalent certificationSAFe frameworkFollowing Certifications are RequiredPMI - PMP Certified**COVID-19 Vaccination Requirement StatementThe COVID-19 vaccination requirement in Executive Order 14042 and FAR 52.223-99 is currently not effective.
