JOBWhat We OfferThe County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following: NEW HIRE/RETENTION/REFERRAL INCENTIVES: New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage. (Subject to the applicable section of the Management Resolution Secs. (625 - 627)Educational Incentive for completion of an associate degree (2.5%), a bachelor''s degree (3.5%), or a graduate degree (5%).Annual Leave Redemption: The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year. A candidate selected for this position will earn 208 hours per year increasing to 288 hours after five (5) years of service. Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.Health Plans: You are afforded a flexible credit allowance of up to $19,162 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.Pension Plan: Participation in the County''s defined benefit plan which has reciprocity with CalPERS. Bilingual Incentive: Proficiency levels by exam are $.65 per hour (Level I), $.80 per hour (Level II), or $1.10 per hour (Level III).Holidays: 11 paid days per year which includes a scheduled floating holiday. County GovernmentVentura County is a ''general law'' county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board''s jurisdiction. The County Executive OfficeThe CEO''s Office is a critical component of the County organization and the Chief Financial Officer (CFO) supports the CEO by providing advice and counsel on financial matters of countywide impact and policy in relation the County''s $2.7 billion budget and AAA credit rating. The Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts. The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. During the past two years, the CEO has played a crucial role in coordinating the County''s response to the COVID-19 pandemic including funding, messaging, logistics, vaccine clinics, testing centers and local assistance. In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services as well as actively promoting diversity and inclusion to reflect and engage the community. The PositionUnder direction (Management Analyst II) or general direction (Program Management Analyst) of the County Chief Financial Officer, the CEO Budget and Policy Analyst monitors and evaluates compliance with Board of Supervisors adopted policies in one or more agency areas. This position may also assist with serving as a liaison for the County''s budget system and provides consultative financial management services to various departments and agencies. EDUCATION, TRAINING, and EXPERIENCE: Management Analyst II: Typical qualifying experience would be some financial, management, operational and/or analytical experience in public or private organizations that has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor''s degree in Public Administration, Business Administration, Finance or a related field with one (1) to three (3) years of progressively responsible generalized or specialized management or analytical experience in a public or business setting.Additional years of experience may substitute for education on a year-for-year basis, up to a maximum of four (4) years. Program Management Analyst: Typical qualifying experience would be extensive experience in government programs and/or business administration and finance which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor''s degree in Public Administration, Business Administration, Finance or a related field with five (5) or more years of financial management, budget development and analysis, and fiscal forecasting experience in a large organization.Additional years of experience may substitute for education on a year-for-year basis, up to a maximum of four (4) years. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. ELIGIBLE LIST: Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
