Job Description ASRC Federal Facilities Logistics is seeking anSite Mangerfor an upcoming program located at Dugway Proving Ground, UT. The upon directions from the Project Manager, the Site Manager is responsible to the Government for overall management control and accountability for technical performance, cost and schedule control requirements and general management of specific projects assigned to them. Responsibilities:Upon direction from the Project Manager the Site Manger will be directly responsible for all aspects of the effort. * Responsible for the successful performance of multiple contracts and ensuring project safety and quality control.* Primary liaison with the Government customer.* Develop and maintain proactive working relationships with your team members, vendors, management and other departments* Monitors and reports program execution status with CFM leadership and ASRC Federal corporate office.* Evaluate program labor hour execution against contractual performance criteria then analyze, recommend, and report findings on a regular basis.* Establish and monitor detailed workflows and resourcing plans, set deadlines, assign responsibilities, resolve conflicts, and manage progress with confidence.* Review, approve, and report project resources time allocation and correlating invoice processing* Foresee a project''s obstacles, risks, and constraints and effectively plan around them* Provide weekly status reports that inspire as well as capture progress and issues* Provides proposal writing and editing expertise to Proposal Management team on federal government procurement opportunities.* Required to follow all company personnel and safety policies and perform all assigned duties in a safe work manner.* Provide the appropriate amounts of qualified labor and management necessary to perform all base operations support services (to include functions required to perform named tasks) ordered under this task order in a cost effective, safe and environmental sound manner* Establish and maintain an appropriate employee occupational reliability program (ORP). * Develop a training program addressing both Government training and contractor-provided training to ensure contractor personnel are trained and required skills are maintained to accomplish the requirements of this effort. * Provide a licensing / certification program that validates the abilities of contractor personnel to operate the vehicles and equipment necessary for use during this effort.* Attend briefings, conferences, and other Government designated meetings as required in the execution of this effort or as requested by the Government Contractor * Develop an Operations Security (OPSEC) SOP/Plan in accordance with CDRL PM-10, to be reviewed and approved by the responsible Government OPSEC officer, per AR530-1, Operations Security.* Develop, and submit for approval a written site-specific safety plan.* Prepare and submit a written Occupational Health Hazard Plan and procedure for implementing OSHA standards, NRC, DOT, DoD, Army, Federal, state, and local safety and health requirements to the Government for acceptance in accordance with AR 40-5 and DA Pam 40-11. * Develop and implement a program which outlines the long-term use, systematic care, inspection, and maintenance record keeping of Government Furnished Equipment (GFE).* Maintain Government owned records in accordance with AR 25-400-2, Army Records Information Management System (ARIMS).* Responsible for supervising BOSS Operations Support Services Skills/Qualifications:Minimum Qualifications: Proficiency in application and interpretation of Army regulations and acquisition regulations. Proficiency shall be sufficient to support DPG efforts in maintaining and providing BOSS. Education and Experience: Bachelor''s degree in Business Management with a minimum of ten (10) years operations experience. Experience shall include no less than two (2) years as the Project Manager on Operation and Maintenance (O&M) contract valued at greater than $10 million per year. Experience providing oversight of 75 or more personnel is required. Must have the ability to obtain a Secret Clearance. Requirements Skills/Qualifications:Minimum Qualifications: Proficiency in application and interpretation of Army regulations and acquisition regulations. Proficiency shall be sufficient to support DPG efforts in maintaining and providing BOSS. Education and Experience: Bachelor''s degree in Business Management with a minimum of ten (10) years operations experience. Experience shall include no less than two (2) years as the Project Manager on Operation and Maintenance (O&M) contract valued at greater than $10 million per year.
