SUBSTITUTIONS: 1. An associate''s degree in information technology will substitute for the baccalaureate degree. 2. Two years of experience or training in information technology will substitute for the baccalaureate degree. Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows: 30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree. 90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree. A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree. 3. The Office of Technology Services will work to increase the return on the State''s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for supporting the Agile Assets system that is integrated with the Logistics, Financial, and HCM modules of the State''s ERP system (LaGov) which runs on the SAP R/3 software. This is a senior level technical support position for the Agile Assets system in the Application and Data Management Section of OTS. This position is responsible for support of the State''s highly complex and integrated ERP system (LaGov) to primarily include the Agile Assets system. The incumbent is an IT Developer for Agile Assets and must possess advanced knowledge of the technical environment and programming capabilities of Agile Assets and the multiple components of the ERP system that it integrates with to include Financial, Logistics, Human Capital Management and Enterprise Solutions. This position also applies the software supplied notes (bug fixes) to the production system. Supervision is received by a broad review from IT Statewide Analyst, IT Statewide Applications Senior Developer or higher level authority. Serves as the technical consultant for the development, maintenance and support of the Agile Assets system and the integration with the statewide ERP system components. This includes consulting with business and other technical developers, DOA vendor consultants, end-users, DOTD management, and DOA management to identify and understand business requirements of application, business processes, rules, and related legislative or regulatory requirements; translates business requirements into technical specifications, defines highly complex data elements and database structure and determines security requirements. Develops and enforces application programming and development standards; provides documentation, problem analysis and training pertaining to technical design, operational requirements and application or database integrity and maintenance: keeps abreast of new products, product upgrades and plans and conducts implementations and subsequent support. Coordinates the design, configuration, development and implementation of the software applications. Coordinates the customization and modification of the Agile Assets package software to support the multiple and highly complex integration points to LaGov as needed to support critical business needs. Recommends and prepares highly complex technical specifications based on business requirements; defines highly complex data elements and database structure and determines security requirements. Implements application, network, database and operating system performance improvements. Configures, codes, tests and debugs highly complex programs to meet customers'' business requirements. Leads and/or designs and executes unit, system and performance/stress tests and works closely with business analysts or vendor consultants during integration and user acceptance testing. Provides documentation, problem analysis and training pertaining to technical design, operational requirements and application or database integrity and maintenance. Supervises technical activities associated with supporting applications. Some of the tasks involved are monitoring growth of the data and executes necessary maintenance jobs; schedules and directs execution of critical periodic batch processes requiring on-call after hours problem resolution, investigates errors or problems that may occur; implementing application, network, database and operating system performance improvements and serves as liaison between Data Center Operations and business analysts on utilization and technical infrastructure issues. Advises, consults and provides specialized technical expertise on specific applications, which includes such activities as: answering highly complex questions, problem diagnosis, technology advancements and trends, serves as a liaison to DOTD Management, DOA Management, Data Center Operations staff, Third party system technical staff and any vendor staff concerning application problems and issues. Provides advanced lead worker support to IT Statewide Applications Developer and IT Statewide Applications Senior Developer on team. This includes such tasks as preparing work plans and schedules, assuring timely and successful completion of assignments, providing specialized training or assistance and ensuring team procedures are followed. Oversees the software upgrades modifications, analyzing and testing new releases (which includes the primary application and complementary software, applications, tools and utilities) and upgrades. This includes such things as: leading the development of unit, system and performance/stress test plans, conducting and documenting tests where required, and evaluating and recording the results. Responsible for providing appropriate information to IT Statewide Analyst or higher level authority and/or DOA management to prepare for implementation of new releases. Plans, coordinates, and conducts group meetings. This involves discussions concerning new releases, resolution of highly complex problems, potential change requests, and establishing priorities for system changes. Performs all other tasks, special projects, analysis, studies, and plans as directed. This includes such tasks as participating in system or performance audits, directing or assisting in the preparation of highly complex specialized reports, serving on design review committees and Quality Assurance teams for projects within OTS and/or DOA; and participating in the development and review of OTS policies and procedures.
