The United Kingdom CH-47 program is looking for a FMS cost analyst with GFEBS experience. The financial reporting requirements for Foreign Military Sales (FMS) cases are above standard level of service due to in-country budgetary procedures and billing verification and validation and an accrual accounting system. The UK manages funds on an annual basis even though the funds in the FMS case do not expire. The UK reports annually to their higher headquarters on funds accrual in the UK Fiscal Year ending March 31 of each year. The FMS cost analyst has the following responsibilities: provide financial oversight and management of complex FMS program efforts in support of United States Army Aviation and Missile Command (AMCOM), SAMD. The analyst will analyze FMS financial data processes utilizing databases such as, SOMARDS, GFEBS, SCIP, DSAMS, and other USG systems as needed. - Assess processes for FMS cost, transactions, financial data documentation requirements, and program planning/scheduling. - Respond to taskers related to FMS funding such as funds availability inquiries, issuance of new funding, and adjustment of funding types. - Tracking and Program Management Review (PMR) reporting of funding status, execution and delivery billing of FMS cases. - Responding to frequent and highly detailed inquiries from KSA regarding billing anomalies and errors and initiating corrective action as required through coordination with SAMD, Project Offices, USASAC and the DFAS. - Providing recommendations for upcoming amendments and modifications, ensuring that all requirements are identified and covered. - Creating and maintain a Financial Case Tracker, and filing system. - Assist in creating Price, Availability, and Service Data Sheets, and submit financial Reports as required. - Having a working knowledge of reimbursable versus direct funding for management and forecasting of labor and Other Government funding. - Possessing and maintaining a Secret Clearance. - Traveling as required to meet mission requirements. - Active Security Clearance - 2+ years experience
