Job Description

The AG Human Resources Specialist supports AG clients on site in the Performance, Award and Compensation program area at HQ HR. This is a long term client/contract that requires top level skills and a committed team member. The team provides hands on assistance in all aspects of performance and compensation by providing agency leaders, managers and employees with advice and services for performance management systems and policies, merit pay, awards, time and attendance, human capital management and compensation; and pay policy as well as day to day support in the processing of performance programs or annual awards. During COVID the agency is allowing a remote schedule however, once that restriction lifts, the work is required on site in downtown DC area. The WORKThe contractor provides administrative support for Performance and Compensation. Those duties to include: Supports the agency in the annual performance evaluation process and other cyclical activities such as merit pay pools and performance data reporting. Performs quality assurance reviews on submitted electronic and hard copy documents and tracks progress on evaluations. Reviews records and other documentation to prepare summaries of information in preparation for further analysis and processing. Ensures performance standards and appraisals meet agency standards consistent with existing policies and regulations.Advises managers and supervisors on the agency''s incentive award program procedures and policies, suggestion program, and performance management system. Assists in the day to day production of work products related to performance management concepts, principles, and practices (this is not just a SME but hands on worker with program).Develops new or modified procedures to improve effectiveness in support of agency goals.Creates and executes communication strategies and plans to promote performance management and compensation programs.Prepares work products related to compensation concepts, principles, and practices, which includes assisting in the creation of new or modified procedures to improve the effectiveness of these products in support of agency goals.Contributes to the development of employee recognition programs related to incentive awards. Conducts analytical studies of performance management outcomes and pay metrics using spreadsheets, databases, and/or statistical software.The REQUIREMENTSDegree in Human Resources, writing, English or related field preferred (experience may substitute for degree with relevant experience) Must have active technical federal or federal contractor support experience with a minimum of 3-5years working directly as an HR Specialist/Performance, Award and Compensation programs capacity. High proficiency in Microsoft Office, e-OPF, National Finance Center (NFC) payroll/personnel system, and webTA systems. The support role will process awards so direcct NFC expereince is ideal. Experience hands on processing performance awards, supporting an agency in performance management and rewards programs in a federal agency environment.Must possess skills in the analysis and implementation of performance management and compensation programs in a pay-for performance environment (this means ideally support a special pay agency outside of OPM Title 5) . Must have exceptional organizational skills and have the ability to juggle multiple priorities. Excellent verbal skills to respond to technical questions regarding compensation and performance. Excellent writing skills with specific attention to detail and demonstrated experience drafting written documents and communication.Excellent attention to detail, analytical, research and demonstrated customer service skills. Flexibility with the approach to delivering of work.
