Responsibilities Noblis ESI is seeking a Project Engineer for their Chantilly, VA location to: -Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects -Provide technical guidance and recommendations related to the integration of National Systems-based capabilities into Department of Defense (DoD) combat systems, platforms, and architectures -Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs -Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule -Serve as technical expert in their assigned area -Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support -Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers -Must have an active Top Secret/ SCI clearance with a Counter-Intelligence Polygraph Qualifications Required: -Bachelor''s degree or 6 years of relevant experience in lieu of degree -8 years of experience in Project and Acquisition Management, with emphasis on Government acquisition in DoD or IC -Have a thorough understanding of the SIGINT tasking, collection, processing, exploitation and dissemination architecture to include the Integrated Broadcast Service (IBS) and how that service is employed by DoD and other OGAs -Have a basic understanding of other intelligence disciplines (i.e., GEOINT) Experience with systems engineering techniques and documentation. Fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures -Ability to problem solve in a rapidly changing environment and interface with the customer daily -Track and respond to office tasking, build and present program briefings, and update project schedules and calendars -Ability to work independently with minimal supervision and perform other duties as assigned -Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously -Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment -Must be able to demonstrate excellent relationship building and management skills -Must be able to travel -Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph Desired: -Master''s Degree -Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents -Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers -Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, or Multi-INT nowhiring externalreferral hotjobs Client Engagement • Contribute to large capture strategies, actively engage with clients, and market Noblis capabilities externally• Foster appropriate identification and selection of business development opportunities, and provide thought leadership to help shape future work• Win 2 task orders, identify big bets or take responsibility for a re-compete Overview Noblis is an Equal Opportunity Employer.
