Overview DecisionPoint Corporation is seeking candidates for a full-time Intermediate Business and Financial Operations Specialist for the Office of the Executive Director in the Division of Budget, Finance, and Travel who will provide budgetary and financial management support for the U.S. Department of State, Office of Inspector General (OIG). Duties & Responsibilities * Provide support to the full life cycle of financial program management (budget development and execution) for assigned portfolio(s).* Provide budget estimates and analysis for proposed budget activities needed to develop background documentation and justification for budget submissions and presentations.* Review and bring to the attention of appropriate budget government staff any issues of importance noted for assigned portfolio(s). Provide recommendations on how to resolve budgetary issues noted.* Coordinate with OIG Program Offices to assess funding availability and review approved and expected programming to ensure budgets remain within planned funds.* Forecast the timing of funding actions based on the budget cycle and availability of funds at the appropriation and allotment levels and communicate those actions to the BFT Director and OIG Program Offices.* Independently draft financial and budget summaries and analyses, position papers, briefing books, talking points and other financial documents, often with short deadlines and turnaround time, for the government manager''s review with final audience of executive managers.* Draft, review, amend, and track internal Bureau funding documents for submission by government personnel into the Department''s financial system in support of OIG''s domestic and overseas operations.* Independently compile, review, and or edit financial reporting for a variety of audiences including the OIG senior leadership, U.S. Department of State, and Office of Management and Budget and others for the government manager''s review.* Independently develop usable financial reports, charts, and templates using Microsoft Excel worksheets, SharePoint, and data from the Department''s financial system for audiences with varying levels of financial expertise, ranging from executive overviews to analyst-level detail.* Review new Federal and Department policies on budgetary process, identify the impact to OIG Program Offices, and recommend/draft changes to existing procedures.* Prepare meeting notes and briefing materials, as appropriate. Qualifications * Active Secret clearance required.* Bachelor''s degree or can be substituted for relevant work experience.* Knowledge of Federal and U.S. Department of State budgetary principles, concepts, regulations, practices, and procedures to perform work assignments.* Experience preparing and tracking budgets and reviewing and analyzing financial reports, invoices, budget requests, or other budget-related information.* Experience obtaining, reviewing, combining, analyzing, and presenting complex budget formulation and execution data, including demonstrated experience to deliver quantitative analyses using advanced features of Microsoft Office products such as (but not limited to) Excel pivot table reports, slicers, and charting tools.* Experience briefing and communicating complex budget issues concisely, making recommendations to senior decision makers and writing effective budget narratives and impact statements. Other Essential Qualities: * Excellent verbal and written communications skills, a high level of integrity, critical thinking, and leadership courage.* Strong ability to multi-task and prioritize urgent tasks.* Self-starter that can recognize needs and act with little guidance.* Ability to rapidly understand and apply new concepts.* Excellent customer service skills.* Advanced Microsoft Excel skills, strong proficiency with Microsoft Outlook, Word, PowerPoint, and related platforms.* Ability to document processes and develop job aids and guidance documents.* Experience preparing budgets and supporting acquisition-related activities utilizing the U.S. Department of State Global Financial Management System (GFMS) and Integrated Logistics Management System (ILMS/ARIBA).
