About the Opportunity THE IDEAL CANDIDATE The Health Services Agency (HSA) is looking for a transformative leader who understands population health and the goals of public health. ABOUT THE POSITION Under general direction, the incumbent will plan, oversee, supervise, and manage the operation of one or more large and complex public health nursing programs or ambulatory health clinics. Duties will include working with individuals, groups, agencies, care providers, and communities to assess, plan, implement and evaluate programs or project. This position will provide strategic direction and guidance to ensure quality service delivery, policy development and system change intended to improve the health and wellbeing of Stanislaus residents. Incumbents of this management level class are assigned to either Public Health or Clinical Operations and plan, organize, staff, assess and implement assigned Public Health Programs or clinics(s) in accordance with state, federal and local regulations and guidelines. When assigned to public health they will be an active leader in all COVID-19 activities including assessment, planning and development of mitigation efforts, testing, vaccines, access to treatment and health care systems guidance. Unless otherwise provided, this position is part of the Unclassified Service of the County and considered ''at will'' for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits. Typical TasksDuties may include, but are not limited to, the following: Plans, organizes, leads, controls, and manages assigned programs; develops, recommends, implements, enforces and reviews clinical and administrative policies and procedures for program operations; ensures that internal and externally imposed program requirements are met; Develops approves and interprets policies and procedures ensuing compliance with protocols and standards of care and applicable laws rules and regulations Selects, assigns, orients, trains, supervises, and evaluates subordinate staff; recommends employee discipline as appropriate; Confers with management staff regarding policies, programs, procedures, and issues affecting public health programs and services; Serves as the primary resource nurse for staff on health problems, nursing practices, patient care issues, nursing assignments, and case management; plans and implements in-service training for nursing and other staff; ensures and is legally responsible for appropriate documentation and maintenance of nursing records, confidentiality of records and client information, and request for records (subpoenas or otherwise); Reviews new and pending legislation and regulations, and advises management on changes in procedures and other actions required by legislation; and As assigned, attends, participates, and represents agency at State, regional and community conferences, meetings, and events. When assigned to Public Health: Collaborates with staff, partners, stakeholders and community groups in planning, and implementing public health services, strategies and approaches, Develops, implements, maintains program budget(s), contracts and MOU'' s; Prepares or participates in the preparation of grant proposals and administration of grants; Participates with HR to ensure adequate staffing through recruitment, hiring and training of the public health nursing workforce necessary for conducting public health essential services Develops, monitors and adjusts productivity standards; monitors quantity and quality of daily work output of nursing staff; Promotes a culture of quality with an emphasis on ''service excellence'' Aligns program activities to ensure alignment with division wide strategies and goals related to health equity; Assist with gap assessments and workforce analysis to support building the public health infrastructure; Utilizes the nursing processes (assessment, planning, implementation, and evaluation) to provide program specific and/or population-based service; Conducts quality assurance activities such as: medical record review, on-site inspections, and monitoring; development of monitoring tools; collection and interpretation of data and contract monitoring; Provides education, orientation, and training to department staff, other agencies, providers, and consumers; Provides technical assistance and consultation to department staff, local public health agencies, other state agencies, professional organizations, providers, schools, universities, and consumers on ongoing and emerging public health issues; Facilitates or participates in state and regional coalitions for public health issues; Serves as liaison with private and public agencies on regional level; and Prepares reports, correspondence, and presentations. Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)SKILLS/ABILITIES Plan, organize, supervise, train and evaluate the work of managerial, supervisory, professional nursing and support staff; Analyze technical and regulatory data; Prepare and administer a budget; Prepare and administer grants; Understand, interpret, explain and apply laws, regulations, policies and written and oral directions; Effectively solve problems and follow up on all patient complaints and staff concerns; Prepare reports and correspondence; Prepare and present effective training programs; Express effectively orally and in writing; Effectively represent the Health Services Agency and Public Health to the public, community organizations, and other government agencies; Establish and maintain effective working relationships with a wide variety of individuals, health practitioners, public and community groups; Establish and maintain effective services to the public; Manage and coordinate Public Health Services Programs; Manage and organize an ambulatory care clinic; Design and deliver in-service education and training programs and assess their effectiveness; Provide excellent and courteous customer service and establish and maintain effective working relationships with those contacted during the course of work; and Identify and report significant opportunities to improve overall service for quality of care to administrator or director of division. KNOWLEDGE Principles, methods, trends, practices and procedures of public health nursing; P rinciples of public health agency goals and organization; Principles and practices of outpatient service delivery systems of care; Principles and methods of management organization, budgeting and staffing applicable to health care programs; Community health; social, cultural, health and psychological aspects of public health programs; Principles and practices of management including planning, organizing, staffing, leading and budgeting; State of California mandates, policies and regulations of related public health programs; Applicable federal, State and local laws, rules and regulations; such as Title 22 of the California Code of as they may apply to an outpatient clinic; safety and infection control practices and licensing requirements; Principles and methods of data gathering, research, statistical analysis and report writing; Principles of public relations; Principles and practices of outpatient service delivery systems of care; Fiscal management, coding and reimbursement systems for outpatient services regulated by the Office of the Inspector General; Federal Guidelines for Medicaid/Medi-Cal community clinics; Laws pertaining to health care services in the State of California; Quality improvement principles and practices; and Documentation and maintenance of nursing records. EDUCATION/EXPERIENCE Graduation from an accredited college or university with a Bachelor''s degree in Nursing; AND Four (4) years of progressively responsible supervisory/management experience working with multiple programs in a public health or clinic setting. A Master''s degree in Nursing, Public Health, or closely related field may be substituted for one year of the required experience; AND Possession of valid registration as a Public Health Nurse by the State Board of California Nursing.
