Overview LMI is currently seeking a Program Analyst to provide technical , analytical, financial, administrative, and specialized support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E) ) /Office of the Chief Technology Officer for Science and Technology (DCTO(S&T) ) in Washington, DC. Daily operations will include managing and executing efforts in the DoD Laboratories Office . This position requires an active DoD Secret Clearanc e. An active TS/SCI clearance is highly desired . Responsibilities * Identify and analyze business models to improve DoD laboratories'' productivity * Identify the D o D core technical competencies (CTC) and assess the support of the CTCs by the DoD''s laboratories * Survey world class laboratories across industry, academia, and other government agencies to develop recommendations to improve the existing defense laboratory system * Support the development of a strategy to sustain a world class laboratory system * Identify required critical facilities, equipment, and infrastructure for D o D laboratories * Improve linkage between the Defense Laboratory Enterprise, warfighter, technology program management and the D o D budget process, utilizing the Unified Research and Engineering Database (URED) * In partnership with the DTIC, support the URED, and assist DoD Components in complying with data calls and requirements * Support strategy to expand rapid fielding capabilities of the DoD laboratories * Support Laboratory Office engagement on S&T Executive Committee and associated S&T Deputies Council * Draft charters and e ngag e with Laboratory Quality Enhancement Panel subgroups * Update the biennial DoD laboratory demographics report * Keep an updated register of the DoD Laboratory Enterprise * Prepare Congressional reports for the annual National Defense Authorization Act * Update DoD instructions and directives as required * Gather data in support of the development of Congressional reports * Support independent panel reviews and analysis * Participate and assist in the FFRDC programs oversight Qualifications Required : * Master''s degree from an accredited college or universit y * Secret security clearance * 5 years in recent and relevant experience * Demonstrated progressive responsibility in project management positions supporting the DoD S&T enterprise * Work experience in positions requiring exceptional oral and written communication skills * A bove-average skills in MS Word, MS PowerPoint, and MS Excel applications * Demonstrated success in the conception and execution of new projects (i.e., no pre - existing business processes) and without detailed guidance * Occasional travel may be required Desired : * Master''s degree in science, technology, engineering, mathematics , or other relevant field is preferred * Top Secret security clearance and ability to obtain and maintain SCI * Candidates with DCID 6/4 eligibility within the last 5 years are highly preferred
