Spectrum Manager at Scott AFB Job Category: Information Technology Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular Percentage of Travel Required: Up to 25% Type of Travel: Local CACI is looking for a Spectrum Manager to support our customer, U.S. Transportation Command (USTRANSCOM), at Scott AFB Illinois. This position is contingent upon award of the USTRANSCOM Command, Control, Communication & Cyber Systems Managed Information Technology Services (MITS), Enterprise support Managed services. What You''ll Get to Do: The successful candidate must be able to communicate clearly and succinctly both written and orally, and present products and ideas in a business-like manner. The candidate will be required to work in dynamic fast paced environments that require team interaction and coordination of efforts. The candidate must be experienced in interfacing with both client managers and system users and will report directly to the Site Lead. The successful candidate will accomplish necessary planning, research, analysis, evaluation, documentation, and report presentation skills to resolve complex operational or predictive problems involving communications systems or the spectrum management of communications-electronics systems. Creates and/or reviews frequency assignment proposals to avert technical conflicts with existing frequency assignments. Verify technical equipment specifications to ensure data accuracy. Develops and/or reviews frequency assignment proposals for compliance with applicable policy, regulations, and procedures, and recommend corrective action when necessary; understand and use the National Table of Frequency Allocations, various assignment plans, restrictions, rules and procedures for authorizing frequency assignments. Evaluates and initiates frequency proposals in standard frequency action format in accordance with MCEB PUB 7. Performs interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF). Provides spectrum management input to customers for obtaining foreign spectrum supportability of the equipment as required by acquisition law through the Host Nation Coordination procedures. Utilizes data resources and automated analysis techniques to resolve problems for which there may be no precedent . Conducts training and development of less experienced staff. Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client''s requirements for analysis and spectrum management. Prepares written status reports, and other relevant support documentation as required. Prepares and delivers formal briefings to executive staff, customers, and other outside agencies. You''ll Bring These Qualifications: * Currently hold an adjudicated Top-Secret Clearance/Sensitive Compartmented Information (TS/SCI) and be able to maintain * Professional certification that meets or exceeds DoD 8570.01. IA T II ( Security + or equivalent) * Excellent communication skills: shows tact, versatility, teamwork, effective listening skills and follow through * DoD Spectrum Management trained and working experience * Knowledge of the use of Spectrum XXI, Spectrum Certification System, EL-CID, and other DoD Spectrum management software applications. * Knowledge of the National Telecommunications and Information Administration (NTIA) Manual of Procedures for Federal Radio Frequency Management is required. * Bachelor''s degree and or 7 years of relevant work experience in U.S. military or foreign communications-electronics (C-E) systems or in spectrum management. These Qualifications Would be Nice to Have: * CISSP Certification (or equivalent IAT Level III certification) * ITIL v3 Foundation Certification * CCNA/CCNP * MCSA/MCSE This position is contingent upon award.
