Contractor Special Security Officer (CSSO) Under minimal supervision, perform the duties of Contractor Special Security Officer (CSSO). The role is responsible for assisting in the implementation of RAND security policies and procedures related to government classified information within a secure facility setting. The position will report to the Security Manager, Special Programs & Personnel Security. Duties• Ensure the implementation of security measures and the safeguarding of personnel, facilities, and information through the implementation of security procedures in compliance with the 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM) Rule, Intelligence Community Directives (ICDs), Security Executive Agent Directives (SEADs), Joint Air Force Army, Navy (JAFAN), applicable executive orders, laws, and contractual requirements.• Coordinate and monitor highly sensitive aspects of the DoD and other special security programs and other security activities, ensuring compliance with government and company security policies and procedures.• Serve as subject matter expert on security items and assist the Director, Corporate Security & Safety, in the implementation and maintenance of the business continuity and crises management, safety, and emergency response programs for this facility.• Control, track and process incoming intelligence community classified visit requests and assist with outgoing classified visits, as needed.• Assist research staff with the preparation of classified briefings and documents.• Ensure classified information is properly marked, stored, and transmitted.• Prepare and transmit classified material via fax, data port and courier.• Conduct required self-inspections and security incident investigations; document results and corrective actions taken.• Prepare documentation to request SCI/SAR accesses for research and security staff and maintain access records.• Conduct highly sensitive security briefings; coordinate all SCI/SAP security education programs; perform SCI/SAP/SAR briefings/debriefings and annual refresher training and document completion or non-compliance.• Support the Intelligence agency-related assessments and other government agency audits/reviews and develop, document, and implement corrective actions, as necessary.• Coordinate classified meetings held in the secure facility.• Ensure classified destruction is performed according to federal regulations.• Ensure courier documentation is current and accurate.• Perform duties as Removable Media Custodian (RMC).• May perform COMSEC duties.• Prepare documented security reports as required.• Log classified materials in/out, prepare receipts as appropriate, and annotate in database.• Ensure un-cleared visitors are appropriately escorted in the secure facility.• Perform other duties as assigned. Basic Qualifications• Knowledge of and experience with Intelligence Community Directives, policies, procedures, standards, guidelines, and objectives, 32 CFR 117, DoD Sensitive Compartmented Information Administrative Security Manual (DoD 5105.21-M-1), security rules and regulations, JAFAN, Security Executive Agent Directives (SEADs), applicable executive orders, laws, and contractual requirements, Section 811 of the Intelligence Authorization Act of 1995, and SCI/SAP related publications.• Experience with the management of a secure facility and the ability to write and coordinate Fixed Facility Checklists.• Excellent verbal and written communication skills.• Excellent customer service skills.• Strong organizational skills and attention to detail.• Ability to work well under pressure and tight deadlines, to be able to prioritize tasks and relate those priorities to internal customers and partner organizations in an effective manner when necessary. Flexible and adaptable in a changing and challenging environment; ability to think "on your feet" when unexpected/unplanned events arise.• Must have discretion and proven customer service skills.• Ability to work well independently as well as part of a team.• Strong computer skills in MS Word, Excel, and PowerPoint, as well as the ability to learn new computer applications. Preferred Qualifications• CSSO certificate is highly desired.• Experience as a COMSEC Custodian is preferred. EducationBS/BA degree or equivalent experience required. ExperienceAt least 3 years relevant experience required with a BA/BS degree. In lieu of BA/BS degree, 6 years of relevant experience required. Security Clearance Must possess and maintain at least a Top Secret U.S. government security clearance with SCI eligibility, or if Top Secret U.S. government security clearance is no longer active, must have possessed a Top Secret U.S. government security clearance with SCI eligibility within the past 24 months.
