POSITION PURPOSE:The purpose of this position is to provide coordination, action, and leadership to enhance continued compliance with Federal, State and local laws and the elements of PSM and RMP, safety systems, permits, regulations, policies and procedures in order to protect employees and the environment. This position will have a heavy emphasis on PSM and RMP compliance while also supporting safety and health.RESPONSIBILITIES:Continually improve company health, environmental and safety policies, standards, plans, and procedures. Maintain working knowledge of all health, environment and safety regulatory (EHS) requirements that affects the company.Provide regulatory coordination for the 14 elements of PSM and Program Level 3 RMP Compliance.Maintain an excellent working knowledge of PSM (14 elements), RMP and applicable state and federal rules and regulations.Provide technical and high level PSM related training and presentations as required.Coordinate and participate in field MOC and PSSR meetings when needed.Oversees, coordinates and participates in employee participation activities in accordance with PSM and RMP programsProcess Safety Information (PSI): Oversee and coordinate development and updates to a facility''s process safety information as required by PSM/RMP regulations. Support the engineering function in maintaining PSI. The main function for the PSM Coordinator in managing PSI is to ensures that electronic locations are maintained and easily accessed, and ensuring PSI is updated as triggered by MOC''s and PHA''s.Assists on corporate PSM/RMP compliance audits as needed.Participate and/or lead incident investigations to determine cause and possible changes to reduce the potential for reoccurrence or failure of a covered process.Apply state-of-the-art and innovative management techniques and engineering solutions, including information systems and engineering approaches to resolve EHS issues and to achieve program objectives on schedule.Enhance communications with other departments to ensure that EHS policies, standards, plans and procedures are followedCoordinate PSM documentation, compliance initiatives and reporting requirementsDevelop and help implement programs to improve EHS performance.Coordinate, monitor and audit housekeeping records, hot work permits, and equipment maintenance schedules of updates/support at all locations to ensure compliance and status is current.Coordinate with site employees on assigned Action Items in Velocity supporting MOC''s, PHA''s, PSSR''sEnsuring accurate incident and near miss information is captured leaders and teams are assigned, and investigations closed in a timely manner. On-going education process to keep up to date with regulatory agency rules and compliance matters, especially those pertaining to OSHA and EPA.Work with location on safety, health, and regulatory compliance issues in conjunction with EHS staff.Coordinate with EHS staff in ensuring REG facilities and management are in full compliance with government regulations and insurance requirements and provides a safe work place for its employees.Conduct audits and inspections participate in Hazard Reviews as needed, recommending safety improvements, completion of safety action items as assigned, completing required regulatory training, and compliance with all applicable anizing and tracking of Management of Change (MOC): Proposed changes trigger an MOC , approvals are achieved by appropriate parties and documented and Pre-Startup Safety Reviews are conducted prior to changes equipment and processes are utilizedProcess Hazard Analysis (PHA): Maintain an overall site PHA schedule and assist with obtaining 3rd party or cross site REG resources to conduct the PHA''s. Ensure recommendations are collaboratively captured, agreed upon and entered into Velocity software with responsible parties and target dates.Perform other duties as assignedIntegrity & Trust:Sets an example by consistently modeling high standards of honesty and integrity. Engages with team members with a respectful mindset.Education: Bachelors degree or higher in EHS related field, safetyand environmental discipline preferred. 5 years of plant experience with relevant industrialExperience.
