The analytic methodologist supports the development and application of analytic methods within the process of intelligence analysis and collection in the areas of statistics, operations research, economics, mathematics, geospatial modeling and survey. The analytic methodologist is to select and determine a process (or multiple processes) in which they research and analyze data from collection of data and the tools used for data analysis. The analytic methodologist will advise how the data is processed, how the patterns of the data are recognized, and how the results are used to solve problems within the domain and validate the method of discovery, the research methods and data analysis techniques used in the study. The Senior Analytic Methodologist will: * work with ambiguous information, deconstructs key questions, suggests methodologies, develops data schema to structured observations, and supports visualization of applicable data. Identifies and evaluates a wide range of existing methods, models, and algorithms to develop more accurate, complete, objective, and anticipatory analysis for intelligence production.* provide technical editing capabilities, ensuring formal review of all Data Analytics products before submission to USSTRATCOM/J2 Leadership, Agency, and other overseers.* employ industry communications methodologies and frameworks to improve the effectiveness and efficiency of data analytic products.* use program languages such as R, Python, or SQL and familiarity with Jupyter or R Markdown to provide support for exploratory data analysis, statistical analysis, root-cause analysis, structured/unstructured predictive analytics, predictive modeling, optimization, and forecasting to produce actionable data-driven insights and outcomes for both time-sensitive and long-term business questions.* employ advanced statistical techniques including multilevel regression and Bayesian inference with fluency.* follow prescribed guidance to document the design, sources, methods, data transformation, and visualization techniques to promote reliability, reproducibility, and tracking.* provide assistance in developing, measuring, collecting, analyzing, and reporting the business value and alignment of solution delivery, services, and operations activities to fully understand operational problems and opportunities for improvement.* provide assistance in overcoming biases and consult for analytic teams to assist in generating new methods of intelligence analysis, modify and/or improve existing methods of analysis.* shall provide assistance, guidance, and recommendations to various working groups which impact or support the development, implementation, and management of a mature Analytics capability including the alignment of efforts related to data management, data warehousing, dash boarding, and visualization. * Create executive-level reports and briefings on data analytics and metrics for USSTRATCOM/J2 senior leadership.REQUIRED QUALIFICATIONS AND EXPERIENCE: Clearance Required: TS/SCI (Polygraph eligible) Requirements: * shall have at a minimum a Master''s degree, or higher, and at least ten (10) years of experience in actuarial science, mathematics, computer programming, mathematical programming, survey research, design and analysis, modeling, gaming, statistics, econometrics, GIS/remote sensing, or operations research. A broader range of degrees will be considered if accompanied by a Certificate in Data Science or Data Engineering from an accredited college/university. Relevant experience must be in research and analytic methods. Experience in more than one area is highly desired.* shall demonstrate at least ten (10) years'' of experience in design and executing a wide array of new analyses to drive quantitative and qualitative analysis and analytic products.* shall be able to design analytic plans to support new programs and initiatives being developed and perform reviews of analyses conducted by other analysts and provide constructive feedback and recommendations.* shall demonstrate at least ten (10) years'' of experience in developing analytic tools and libraries in Python and/or R to enable more advanced and efficient data analysis and present new tools and analyses to stakeholders from across USSTRATCOM and its partners across the DoD in a way that is clearly understandable to audiences with a diverse array of backgrounds.* shall demonstrate mid-level fluency with advanced statistical techniques including multilevel regression and Bayesian inference, intermediate-level database experience (writing SQL queries involving more than one table/view, familiarity with relational database models), experience operating in a cloud environment, and experience analyzing large distributed datasets using technologies like Hadoop and/or Spark, and proficient with statistical programming in Python or R and familiarity with Jupyter or R Markdown. Some experience working with geospatial data (ArcGIS) is preferred.Ability to perform essential job functions while complying with all state, federal or local COVID mandates with or without reasonable accommodation.
