Summary Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Programmer. The Programmer is responsible for designing and developing platforms and organization schema for clients in accordance with an established Instructional Systems Design model, FASTC Standard Operating Procedures, and Federal Law Enforcement Training Accreditation (FLETA) standards. This position requires the incumbent to work closely with instructional designers, program offices, subject matter experts, multimedia specialists, and distributed learning designers to design and develop sites that support lesson content and instructional design. The Programmer reports to the Training Systems Support (TSS) Chief and is a SharePoint Administrator for FASTC, managing the internal and external sites. This position is responsible for providing system administration in support of FASTC SharePoint and the FASTC Training Management System (TMS). This position collaborates with team members to assure the systems meet FASTC''s needs, operate efficiently, and adapt toward ongoing improvements. The Programmer will also be responsible for having a deep understanding of all aspects and functions of FASTC SharePoint and the TMS. An essential requirement is completed training in NIST and DOS security controls (part of State annual training). Compliance with all system security requirements is mandatory. This includes close contact with DS CTO and DOS IRM. TMS data management requires the Programmer to work with units throughout FASTC to host content, organize content, provide reporting support, and manage system users (permissions, activations, etc.). The Programmer will upload and manage course content in FASTC SharePoint and the TMS. The position is based in Blackstone, VA at the U.S. Department of State, Foreign Affairs Security Training Center (FASTC). Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to remain in a stationary position 75% of the time.Occasionally moves about inside the office to access file cabinets, office machinery, etc.Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.Frequently moves standard office equipment up to 25 pounds.Must be able to work indoor conditions 90% of the time. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Position Type/Expected Hours of Work This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours maybe required as needed. Travel Occasional local travel may be required. Experience At least three (3) years of relevant work experience preferably in a training or education environment; Experience in one or more of the following computer skills: C++, Java Script, Perl, and object orientedlanguages; Experience in an enterprise collaborative tool, such as SharePoint;Experience in the use of Adobe CS, Adobe Flash, Visual Basic, 3D Studio Max preferred; Experience with mobile applications preferred Education Bachelor''s degree in computer science, programming or related areapreferred Additional Eligibility Qualifications Must possess or successfully obtain IA210 Cybersecurity Fundamentals for System Administrators (course may be known by another name)Familiarity with HTML and CSS preferredKnowledge of a variety of methods, techniques, and materials used in the design, production, and reproduction of visual productsExcellent writing and proofreading skillsExcellent communication and interpersonal skills in EnglishMust have experience with Microsoft Windows and Microsoft Office Security Clearance Must possess or be able to obtain/maintain a SECRET security clearance Executive Order 14043 COVID-19 Vaccination Requirement Pursuant to Executive Order 14043, this position may require full vaccination against COVID-19 regardless of work location pending final decision on Executive Order.
