Summary This position is located in Manzanar National Historic Site, in the Administration Division. This position is also being advertised open to the public, see announcement number: PW-1547-MANZ-22-11604898-DE Responsibilities Manage an office operation for an organization Execute work assignments, including identifying work components and setting deadlines, milestones, and responsibility areas. Prepare travel authorizations and vouchers. Manage payroll for a section or division of an organization. Review procurement requests for accuracy, completeness, and compliance with regulations. Prepare correspondence in final draft. Review and edit outgoing correspondence for completeness and clarity, and ensure the procedural accuracy, general policy conformity, and factual correctness of the correspondence. Prepare and submit quarterly reports/information relating to organization activities. Use production software such as MSWord, Excel, Access, and PowerPoint to prepare a variety of letters, reports, and other documentation. Use an automated requisition program to purchase supplies and equipment. Manage databases containing sensitive personnel records. Provide information to employees in the areas of personnel, payroll, property, or travel. Provide information to visitors, customers, special interest groups, and organizations via telephone, mail, e-mail, and in person. Duties will be developmental in nature when filled below the full performance level. Area information: Manzanar National Historic Site was established to preserve the stories of the incarceration of nearly 120,000 Japanese Americans during World War II and to serve as a reminder to this and future generations of the fragility of American civil liberties. The site is dedicated to social justice and racial equity and is Site of Conscience. It is located 6 miles south of the Inyo County seat, Independence and is in a remote location along the US Highway 395 corridor. The county-known for its extremes contains the lowest and highest points in the continental US - Badwater, in Death Valley -279'' (approximately 2 hours east of the park) and Mt. Whitney, 14505'' (the trailhead is 45 minutes away). Inyo county is large (10,140 sq miles) and sparsely populated with just over 18,500 people (2016 est). Much of the land in the county is publically owned with 1.9% of the land privately owned, resulting in a limited housing market. Rentals may be available in nearby communities. The nearest major airport is 3 to 4 hours away although limited air service is expected to begin operating in Bishop, CA by the end of 2021. There are limited facilities/amenities in nearby towns, a small grocery store is located in Lone Pine (9 miles south) and larger shopping venues are located 45 minutes north in Bishop, CA or 70 miles south in Ridgecrest, CA. Nearby hospitals include a small facility in Lone Pine and a larger complex in Bishop and Ridgecrest. Recreational activities in the area are world renown and include fishing, hiking, bouldering, climbing, off-roading and camping. Death Valley is located 2 hours to the east and Yosemite is located 3 hours north. The site was established in 1992. It deals with a complex and controversial topic that is emotional and personal and has an active historic preservation program including public archeology projects. In 2017, the park has had over 109,000 visitors. Park staff is small - a total of 13 employees in permanent or career seasonal positions and during the summer there are interns, seasonals, and a YCC crew. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to a T2 background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a GS position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade (TIG) requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). TIG must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver''s license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver''s license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit all certified driving records from all States that discloses all valid driver''s licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Qualifications Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Credit will be given for all appropriate qualifying experience. This experience includes activities such as: organizing functions of an office; making travel arrangements and preparing travel vouchers; preparing and reviewing correspondence; assisting with budget activities; processing time and attendance records; providing administrative support services; and utilizing computer skills to navigate through computer software. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor''s degree in any course of study. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university. (One year of full-time academic study is defined as 30 semester hours, 45 quarter hours in a college or university, or at least 20 hours of classroom instruction per week for 36 weeks in a business, secretarial, or technical school.
