Job Description

OverviewFTI is currently seeking a Senior Acquisition Logistics Analyst with experience in shipbuilding test, logistics, engineering, sparing requirements, and GFE estimating and management. The candidate will support the Naval Sea Systems Command (NAVSEA) Program Executive Office for Unmanned and Small Combatants (PEO USC) PMS 515, in support of the new Constellation-Class FFG 62 Guided-Missile Frigate Program. The candidate will be required to meet with the customer at the Washington Navy Yard, supporting from the FTI Crystal City office. The candidate will apply integrated logistics support knowledge to support development of NAVSEA Form 7300 for compiling and consolidating cost estimates for the FFG 62, utilizing a common work breakdown structure. The candidate should be well versed in program management, systems engineering, technical engineering support, installation, and checkout (w/spares), integrated logistics support, and test and evaluation and will ideally have experience as a Participating Acquisition Resource Manager (PARM) senior stakeholder. This position requires a Department of Defense (DoD) Secret Clearance. The candidate must be eligible to obtain a TS/SCI Clearance. ResponsibilitiesSpecific roles and responsibilities include: * Develop and refine NAVSEAINST 7300 forms on behalf of the PMS 515 PAPM, for approval and revision* Communicate, brief, and collaborate with Senior Government customers on the NAVSEAINST 7300 process within the newly-formed FFG 62 Program Office* Work with PMS 515 program managers to develop lifecycle sustainment transition plans including funding plans, risk management plans, identify mitigation strategies, and individual training plans heavily focused on alignment of resources, cost, and GFE estimating and management techniques* Identify, define, and support organizational/program processes and inputs while providing assessments on potential areas of improvements for a growing program office* Identify process issues, evaluate alternatives, develop plans, and resolve technical issues* Leverage FTI small business innovation research (SBIR) analysis methods and tools to enhance engineering processes and improve rigor of Course of Action (COA) assessmentsEducation/Qualifications * Active DoD Secret Clearance or above* U.S. Navy experience as an Integrated Logistics System (ILS) manager at a Navy Program Office (PEO/PMO) or In-Service Executive Agent (ISEA)* Bachelor''s Degree Preferred, will consider equivalent experience * 6+ years of relevant experience on programs/projects supporting financial execution of NAVSEA Program Office work* Understanding of Lean-Agile mindset, product, and solution management principles is highly preferred* Experience with public speaking, briefing senior U.S. Navy personnel, able to create and conduct both high-level and detailed briefings to operators and/or highly technical personnel, demonstrate a high degree of structured organization* Ability to work independently with geographically dispersed team* Strong written and oral communication skills* Ability to travel (~10% of time)
