Job Description

Job purpose This is a complex inter-disciplinary position that requires inter-organization synchronization and sound business process judgment. The Operations Coordinator will be embedded with the Defense Security Cooperation Agency, Ministry of Defense Advisor Program and will be the focal point for the MoDA PMO, Afghan In-Country PMO, USFOR-A, Force Providers, and other DoD organizations ensuring efficiency of coordination and communication. Duties and responsibilities Responsible for Report writing, PMO support operations, MoDA PMO organization and office synchronization, and other administrative support for all MoDA GFM advisors. Performance Work Statement:• The Contractor shall assist the Government in developing priorities for programming IAW applicable regulations and/or command guidance to support MoDA deployments.• The Contractor shall provide administrative and program management support that assists the Government''s goals of optimizing its management process in terms of efficiency, effectiveness, and utility.• The Contractor shall support and assist the management of activity calendars.• The Contractor shall assist the Government in developing standard operating procedures related to MoDA operations.• All program management support efforts are to be conducted on-site at DSCA, government provided facilities or via DSCA information systems and networks in accordance with DSCA mobile workforce initiatives. Situational (Ad Hoc) telework is authorized per the DSCA Telework Policy. Approval for situational telework must be authorized by the MoDA PMO. DSCA Telework Agreements and related training requirement(s) must be completed before being able to telework.• Contractor shall provide customer communication management support. BOG:• Track advisor Extensions, Letter of Release, and Curtailments• Coordinate with Force Providers• Assist with tracking Global MoDA BOG efforts• Report on return dates, rotator flights, fill rate percentage, and requirements • Coordinate extension with GFM Operations Coordinator and deployed Advisors Support Operations: • Use Correspondence and Task Management System to submit action/information memos to senior and executive management • Assist GFM and Global Coordinators with requirement tracking and candidate office visits• Research authorities, consult policy letters, and compile information to respond to Candidate, Advisor, and program management Requests for Information• Ensure office has supplies and equipment needed to complete all tasks• Coordinate with Budget Team to track quarterly/yearly funds execution• Attend meetings which require continual MoDA input and representation• Prioritize tasks and work to meet various deadline established by the customer• MoDA PMO contractor onboarding and badge renewal process• Write and build MoDA PMO Standard Operating Procedures and business processes• Support APAC''s and TT/IATP messaging• Write correspondence documents for senior management review and approval Organizing & Synchronizing:• Manage Access Database for MoDA Program and Recruiting team • Collect data and write MoDA annual fiscal year reports• Track and collect Monthly Reports from deployed Global advisors• Update Alumni Roster (Access database)• Synchronize and report Foreign Assistance funding• Synchronize and report ICB data calls and ad hoc reporting• Synchronize meetings between MoDA PMO and McKellar Training team• Organize all aspects of weekly Program Office meetings and ensure meeting agenda is current• Ensure information is following standard operating procedures and information is available to appropriate staff• Manage Shared Drive File structure and taxonomy • Manage PMO shared calendar, to include tracking travel dates, class schedules, personnel leave, and action item deadlinesQualifications Required:• Secret Level Clearance• Must possess a Bachelor''s Degree (or equivalent Office Management experience) plus 3 years of DoD program experience• Must demonstrate superior written and oral communications skills• Excellent interpersonal, task-tracking, project management, and time management skills• Must have strong experience with Microsoft Excel, Outlook, Share Point, and PowerPoint• Be familiar with the DoD writing guide Preferred: • Knowledge of DoD Action Officer (AO) procedures• Understanding of DSCA correspondence, staffing, and coordination policies• Experience with International Development Programs domestic or abroad• Experience writing Congressional Reports and Reports to Senior Executives• Knowledge of how to use Adobe Acrobat Distiller, MS Visio, MS Access, MS Project Workplace On-Site Office Arlington, VA Working conditions/Physical Requirements Business professional office setting. Occasional work in business casual and field environment during training. Field environments consist of early morning or late evening work shifts and possible lifting >50lbs. Travel Occasional; Less than 5%
