Job Summary: Seeking a Financial Management Subject Matter Expert (SME) to support our federal client. The candidate shall adhere to industry standard project management methodologies and have past experience with the Department of Defense Financial Management Regulation (DoD FMR). Job Responsibilities: * Experience with DoD Financial Management policies/regulations, Defense Federal Acquisition Regulation Supplement (DFARS), Defense Finance & Accounting Service (DFAS) regulations/policies, and other laws/regulations in support of Defense Technology Information Center budget and accounting process.* Define procedures or standards of what the right or best way to execute a task would be.* Support Fiscal Year (FY) closeout activities, including funds execution, reconciliation, validation, and certification.* Support the creation and provision of financial management training and assistance.* Develop and implement Quality Control (QC) over financial reconciliations.* Utilize existing manual interfaces to bridge systems (Defense Agencies Initiative (DAI), SDW, SIMON, etc.).* Familiarity with and capability to access, navigate, and transact within DAI: Procure-to-Pay (P2P), Order-to-Cash (O2C), Cost Accounting (CA), reporting through Oracle Business Intelligence Enterprise Edition (OBIEE), etc.* Document and improve processes; assist in the development of automated manual processes.* Coordinate and consolidate financial input into monthly financial reports on obligation and disbursement status of the organization''s product portfolio.* Provide and analyze reports on execution data and submit reports that will be used to brief senior management.* Support implementation, execution and monitoring of Financial Improvement Audit Readiness (FIAR) protocols.* Provide recommendations for procedural improvements.* Understands the language/terms/jargon used in DoD finance, budget, and accounting.* Possess requisite DoD financial management knowledge that underlies effective decision-making and is able to describe where anomalies or flaws may occur in the decision-making.* Conducts research on various financial issues and provides solutions. * Support the definition of processes and policies, supply business rules and procedures, and communicate the contexts in which the rules, processes and polices are applied.* Accurately represent the needs to the project team.* Provide recommendations to improve financial management and accounting practices and enhance internal controls over financial processes and systems.* Collect, consolidate, analyze, and evaluate directorate fiscal positions driven by financial processes.* Recommend changes to ensure sound financial management best practices, escalate and resolve issues, ensure timely identification of stakeholders and associated responsibilities, perform cross-functional coordination, and advocate for process/tool automation.* Be committed to the project and participate in the workshops/meetings.* Must be proactive in researching all DoD laws, rules, regulations, and policies to support business processes and practices.* Must be able to demonstrate critical and strategic thinking. * Develop and provide recommendations to maximize finite resources, to include advocating strategies for critical missions to compete in corporate governance processes.* Review and provide guidance on the establishment of Interagency Agreements and Inter-Service Support Agreements for reimbursable projects.* Assist and advise with the change management, training, implementation of federal and/or DoD systems and processes supporting Intragovernmental Transactions (IGT).* Provide administrative support to the IAC Reimbursable Review Board (IRRB) established by USD(R&E).* Perform technical reviews of DoD, Treasury, DFAS, etc., Financial Management Regulations and directives; advise on applicability to DTIC and DoD IAC business operations.* Represent DTIC on DAI working-level process teams, as hosted by OSD, DAI PMO, DFAS, etc.* Working knowledge of fiscal resource and processes management tools (i.e., DAI, PIEE, etc. Qualifications Minimum Qualifications: * Must hold an active Secret clearance* Must Possess ten or more years of financial management or financial operations experience* US Citizen, Secret clearance required * BS in Business, Finance, Accounting, or EconomicsDesired Qualifications: * MS in Business, Finance, Accounting, or Economics* Certified Defense Financial Manager (CDFM) certification or ability to obtain the certificationThe duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
