We''ve got what you''re looking for. Job Description: Parsons is looking for a Program Manager to lead one of our Cyber Support Services Directorate teams in support of US CYBER COMMAND. In this role, you will manage technical task orders and development capabilities to support our customer''s mission. The ideal candidate will have a deep knowledge of technical management including Cyberspace Operations and the Joint Capabilities Integration and Development System (JCIDS) and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) equities. The Program Manager will leverage client specific knowledge to lead, plan, and manage a large and complex program. Candidate will have full authority and access to corporate resources to drive program to completion within schedule and budgetary constraints. Candidate will provide oversight to the identification, evaluation, and delivery of key program technologies. Candidate will be responsible for developing fast turn and Quick Reaction Capability proposals and successfully resourcing and executing them. Responsibilities: The responsibilities of the Program Manager position include the following: * Program Execution Responsibilities* Manage the program''s scope, schedule, staffing requirements, deliverables, budget, and risk and developing program documentation such as program schedules, financial reports, and risk management documentation.* Manage program risks and develop comprehensive risk-management processes for the project* Plan and define program goals and devise methods to accomplish them* Coordinate with corporate support functions to ensure successful program execution* Establish the program requirements for all areas of the project; monitor the draft and final deliverables for adherence to these criteria* Evaluate, analyze, and propose operational and technical alternatives* Review and provide input for Estimate-To-Complete, Funds and Man-Hour Expenditure Report, or other financial reports as appropriate to provide the status of funded programs.* Schedule and assign work to subordinates and subcontractors, monitor progress, and resolve discrepancies to ensure compliance with work quality standards and contract and TO requirements* Develop in-depth knowledge of client objectives, contract terms, and corporate policies* Develop Program Management Plan* Government Communications and Contractual Responsibilities* Serve as focal point to the Government Program Manager and serves as Principal Representative for program direction and providing program status updates, to include the overall financial outlook and status of the program* Provide information to the Government regarding significant issues, provides recommended solutions in a transparent manner, and take corrective action to issues brought by the Government Program Manager or Contracting Officer''s Representative (COR)* Parsons upper level management reporting Responsibilities* Monitor and report to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule* Business Development Responsibilities* Assist with the development of proposals from capture to delivery* Work with the Parsons proposal team to develop schedules and ensure resources are available to support the delivery of proposals Required Qualifications: * Master''s Degree in Business, International Relations, Program Management, or related field. * 15+ years of relevant experience* Program Management experience with DoD Government Customers. * Experience managing programs with significant size and complexity* Experience performing work responsibilities listed above* Project Management Professional certification from the Project Management Institute* DoD TS/SCI Clearance with Polygraph Desired Qualifications: * Experience working with DoD, USCYBERCOMMAND cyber operations programs* Active DoD 8570/8140 IAM Level III Certification (CISM, CISSP, CASP) Minimum Clearance Required to Start: Top Secret SCI w/Polygraph This position is part of our Federal Solutions team.
