Responsibilities Responsibilities The Department of Defense''s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD''s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD''s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners. Role Description: At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, proactive experts, and professionals. We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the DTRA CTR program. Noblis is looking to hire a policy analyst. Successful candidate will work with the Policy & Strategy Team, Program Integration Office supporting the Cooperative Threat Reduction by identifying near, mid, and short term threats posed by a variety of technologies including (but not limited to): * Advanced biological weapons capabilities; * Advanced chemical weapons capabilities; * Quantum computing capabilities; * Hypersonic capabilities; * Space-access capabilities; * Enabling technologies for UUVs/UAVs/UGVs; and * AI capabilities * Additive manufacturing. Additionally, the position will contribute analysis and create reports on other aspects of CTR missions in support of programmatic and resource decisions as needed and under the direction of the Chief of Program Integration. Responsibilities include, but are not limited to: * Review and evaluate the state of commercial development of these technologies * Review and evaluate legislation and policies on these technologies that have a military usage. * Determine the benefits and drawbacks of existing policies of developing these technologies for military purposes for both US/Allies, peer- competitors, violent extremist organizations. * Produce papers outlining the current state of threat and relate threat to CTR''s future mission set. * Liaise with stakeholders to determine needs and goals of countering proliferation. * Gather data and produce reports using qualitative and quantitative analysis * Analyze market trends and conditions of these technologies. * Work with the Policy and Strategy lead to ensure efforts align with the mission of the CTR executing departments Qualifications Required skills and knowledge: * Bachelors in a relevant field and minimum of 3 years related experience working in policy analysis in complex information environments. * Understanding and working knowledge of defense and security studies * DoD Secret or higher clearance * Flexibility/adaptability to work in a fast-paced environment. * Excellent communication, written, and organizational skills.
