For more information, visit SUMMARY Conduct preliminary damage assessments in the field for infrastructure projects. Research, review, and update equipment rates used in reimbursing applicants for the use of applicant-owned equipment while performing eligible work. PROGRAM OVERVIEW FEMA''s mission is to support citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards. Within FEMA, the Office of Response and Recovery (ORR) provides guidance, leadership and oversight to build, sustain, and improve the coordination and delivery of support to citizens and State, local, Tribal and Territorial governments to save lives, reduce suffering, protect property and recover from all hazards. As part of ORR, the Recovery Directorate provides survivors and communities recovering from disasters with grants and resources that are easy to access, simple to understand, and outstanding in their helpfulness. The Recovery Directorate''s Public Assistance (PA) Division has the specific mission of providing assistance to applicants (State, Tribal and local governments) and certain types of Private Nonprofit (PNP) organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: * Conducts preliminary damage assessments in the field for infrastructure projects. * Prepares complex project worksheets for the purposes of determining project eligibility, scopes of work and estimating costs to repair or replace a facility or structure damaged by a disaster. * Reviews, evaluates, and analyzes applicant-provided cost claims for reasonableness and accuracy as related to the scope of work. * Researches, reviews, and updates equipment rates used in reimbursing applicants for the use of applicant-owned equipment while performing eligible work. * Develops cost estimates using RS Means software. * Coordinates and completes basic to moderately complex site inspections to validate and record damage. * Performs other job-related duties as assigned. SUPERVISORY/MANAGEMENT AUTHORITY No supervisory/management authority. EDUCATION AND EXPERIENCE Bachelor degree in a related field of study. FEMA Public Assistance and/or Consolidated Resource Center (CRC) experience is preferred. KNOWLEDGE, SKILLS AND ABILITIES * Be proficient in the use of Microsoft® Office suite of software in particular MS Word®, MS Excel®, and MS Access®. * Must be capable of working independently or as a team as circumstances dictate. * Must be able to obtain and maintain a driver''s license. * Must be a U.S. Citizen and be able to pass a background investigation for a Public Trust position. * Familiar with estimating tools such as RS Means. * Knowledge of Cost Estimating Format (CEF) is a plus. * Demonstrates good organizational skills to balance and prioritize work. * Strong attention to detail. * Strong written and oral communication skills. * Experience working with Federal Regulations and Code. * Successfully pass a federal background check and a drug screen. * Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement. WORK ENVIRONMENT Work is performed primarily in a climate-controlled office environment. Long-term travel assignments are mandatory.
