For more information, visit . SUMMARY The analyst will conduct a review and assessment of the department''s regulations and create a document library on SharePoint. ESSENTIAL DUTIES AND RESPONSIBILITIES * The contractor shall conduct a review and assessment of the Department''s regulations that pertain to OSDBU functions and/or small business contracting, and facilitate the creation of a cohesive, referenceable resource library maintained by OSDBU on our SharePoint site, and used throughout the Department''s program management and acquisitions personnel. * Conduct a review of all Department of State policies, guidance, and regulations regarding OSDBU and/or small business utilization, enacted or directed by any office at the U.S. Department of State. Sources to include DOSAR, FAM/FAH; and offices include OPE and OSDBU. * Coordinate with Department stakeholders, including OSDBU staff, A/OPE and A/OPE/AQM, as well as external resources such as GSA and SBA to ensure that OSDBU references the most timely and accurate sources to inform our policies and guidance. * Conduct assessment of the OSDBU Guidebook, Strategy Guide, policy and reference documents and training materials into a ''Document Library'' to include: * Updating language to reflect changes in law, policy, references, or sources; * Revising document formatting to conform to best practices of documentation, including readability, accessibility, change control, conformity, and taxonomy; * Organizing the policy documents within an accessible, referenceable library that allows Department stakeholders to easily locate, understand, and follow the required policy; * Drafting checklists, diagrams, and other tools to assist in defining and illustrating OSDBU policy and decision-making processes. * Supports OSDBU SharePoint site management by assisting with site design, taxonomy and maintenance, data entry and migration and archiving of files and records management pertaining to OSDBU policy document library/repository * Supports Department''s Clearance process, to include document comment, edit, tracking, and version control, and obtaining the necessary approvals from stakeholder offices as needed for publication of final versions. EDUCATION AND EXPERIENCE * Bachelor''s Degree in the disciplines of business, public administration, legal, or technical writing and five (5)years'' experience in policy, regulatory or legal analysis, public administration, or other related fields. * Five (5) years or more work experience in writing and/or reviewing legal or policy documents KNOWLEDGE, SKILLS AND ABILITIES * Requires an active SECRET Security Clearance which can be verified in DISS * Excellent written communication and organization skills. * Ability to solve problems independently * Ability to manage multiple tasks, coordinate activities with multiple remote stakeholders, manage act decisively in daily work, and work well in a multi-cultural team environment. * Strong organizational, communication, interpersonal, and computer skills, including working knowledge of SharePoint and Office 365. * Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision * Ability to successfully pass a drug screen and background investigation prior to hire. WORK ENVIRONMENT Work is primarily performed in a climate-controlled office environment. Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th. An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson). TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden''s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
