The Applied Cybersecurity Department (P762) within the National Cybersecurity Federally Funded Research and Development Center (FFRDC) (P700) seeking a Senior Site Operations Manager to support National Cybersecurity Center of Excellence. The Site Operations Lead shall work on a variety of operational level tasks to support the National Cybersecurity Center of Excellence (NCCoE). The tasks range from managing the facility to supporting the technical aspects of the on-site and hybrid events. The Site Operations Lead in conjunction with the Facilities Management Project Lead (PL) shall advise Government sponsors on all aspects of facilities management and maintenance for the NCCoE to ensure programmatic success. The Site Operations Lead shall apply basic project management capabilities to ensure the comprehensive project plan for the facility is followed to maintain and efficient an effective workspace for all staff and guests.Job Responsibilities:Perform a broad range of functions to include:Oversee facilities in preparation for NCCoE events (onsite, virtual, and hybrid). Ensuring all facilities aspects of the event are addressed and supported.Provide analysis and reporting support to the MITRE Project Leader for performance and distribution to the Government sponsor for the Facilities Management task. Reporting shall include preparation of the Monthly Status Reports (MSR), financial spreadsheets, and graphical analysis.Responsible for payment processing, tracking, and analysis of all utility invoices that supply service to the building to include electricity, water, natural gas, cable, and fire monitoring. Continual analysis, graphical analysis, and reporting of the utility cost to ensure sufficient funding is available throughout the fiscal year.Responsible for price analysis, tracking, and financial reporting of repairs and fit-out items needed throughout the fiscal year. Soliciting trade vendors and negotiating pricing the scope of the repair work needed to maintain the building.Responsible for coordinating and managing the Quarterly MEDCO meetings for the building owner which include establishing the agenda and summarizing post-meeting notes and actions.Responsible for monitoring the service levels of the contractors and service providers to ensure the Quality Assurance Plan submitted by MITRE and accepted by NIST. Coordinator must document the activities and ensure the staff has completed all work in a timely manner identified as necessary to ensure quality in maintenance and appearance by performing monthly building inspections.Ensure the annual Project Work Plan and schedule for facilities support activities are being achieved. Apply program and project management disciplines such as acquisition strategy and planning, solicitation and decision support, contract monitoring, and financial management to manage the facilities in accordance with federal government standards.Conduct quarterly facility assessments of the NCCoE center.Develop solutions that advance the facility while balancing competing objectives.Provides analysis and advice to enable the effective and efficient management of the acquisitions that support the site and teract with oversight entities to include building owner and federal government sponsor ensuring continual service at the appropriate level of teract with and manage facility construction and maintenance contractors and vendors providing daily supervision and guidance.Collaborate with MITREs Corporate Real Estate and Facility Operations department to ensure appropriate facility related practices are in place.Understand the customers missions, domains, and challenges and manage expectations.Develop a method of electronically capturing all building related documentation.Managing the subcontract for receptionist that provides front desk coverage.Maintain a playbook of facility related tasking which covers all related activities to be performed to effectively operate a building containing, office space, conference space and lab space.Required Qualifications:Technology savvy with the ability to learn financial tools (Cost Point and others)Understanding of cost accounting principlesCustomer service-oriented attitudeAbility to interact professionally with senior leaders and senior government officials, exhibiting decorum and discretionExperience with Microsoft Office, specifically Word, Excel, and PowerPointSignificant experience in juggling multiple priorities and being able to adapt to changing requirements and evolving needsOutstanding time management and organizational skillsExcellent attention to detailExcel at working both independently and as part of a teamStrong interpersonal skills and the ability to interact comfortably with employees at all levels in an engineering environmentAbility to meet short deadlinesAbility to takes initiative and bring projects to closurePreferred Qualifications:Positive attitude, and ability to deliver quality support under tight or shifting deadlines with grace and maturityFinancial experienceAbility to analyze a problem or process and suggest improvementsWillingness/ability to learn new technologiesThis requisition requires the candidate to have a minimum of the following clearance(s): NoneThis requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s): NoneSubject to all federal and state laws, rules and regulations, MITRE requires all employees to be fully vaccinated against COVID-19.
