Summary About the Position: Serves as the Equipment Specialist/Property Book Officer (PBO) for Blue Grass Chemical Activity (BGCA). Serves as principal advisor to the BGCA Logistics Management Specialist (LMS) in property accountability operations including the reporting of repair and maintenance operation of motor vehicles and material handling equipment (MHE) and all matters encumbering to logistics management. Responsibilities Works in concert with the Blue Grass Army Depot (BGAD) Equipment Manager, facilitates and ensures that equipment requiring maintenance is scheduled, turned-in, and returned to BGCA primary hand receipt holders. Responsible and accountable for planning, organizing and managing the automated installation property book Defense Property Accountability System (DPAS) consisting of 23,000 items valued in excess of $47.5 million dollars. The Property Book function involves the requisition of property book items, authorization, approval of equipment requisitions, transfer and tum-in of property to BGAD MWR Qualified Recyclable Program (QRP). Responsible for the management of the overall repair and maintenance operation for installation equipment, motor vehicles and material handling equipment (MHE). Conducts studies of equipment requirements, maintains equipment density, develops utilization factors and recommends redistribution and/or disposition of equipment. Performs periodic spot checks of hand receipts to ensure compliance with all regulatory requirements. Advise or recommends the acquisition of new equipment replacements or major repairs required; determines availability of items and the operating needs of the organizations. Review all requisitions for authorization and basis of issue and returns unauthorized requests to hand receipt holder with basis for disapproval. Inspects all BGAD document registers, manually, for procedural correctness and accuracy. Directs continuous and systematic review and analysis of equipment programs. Develops preventive maintenance plans to maintain operation of equipment, vehicles, etc. and maintain a complete record of all repairs and preventive maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master''s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). To qualify at the GS-11 grade level based on your experience, your resume must describe at least one year of specialized experience which includes evaluating assigned equipment to determine serviceability; using automated systems to maintain property accountability; following established program standards to manage required maintenance and repair of equipment such as automotive, material handling, or construction equipment; building equipment records such as catalogs, accountability, maintenance, and utilization records; assisting with the update of property book documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
