Position Title: Deputy Director, Information Technologies MCDepartment: Information Technologies (IT)Reports to: Director of Information TechnologiesFLSA Status: ExemptBargaining Unit: NoneJob Status: Perm/FTPay Grade: 35AF/T Equivalent: 1.0Position SummaryThe Deputy Director of Information Technologies assists the IT Director in planning, developing, implementing, and leadership of the IT functions and programs, and has primary responsibility for the management and performance of IT Technicians staff, project implementations, infrastructure, system operations, communications, telephone systems, IT hardware and management of the portfolio of software systems and technical solutions across the enterprise that aligns with departmental strategic vision, mission, and goals. Plans creates, implements, manages and monitors IT policies, procedures, guidelines, and designs to ensure consistency and compliance with relevant software, security standards, and legislative mandates. Education, Training and Experience - minimum required to proficiently perform the jobEducation / higher education: Bachelor''s Degree For required college degrees, applicable field(s) of study: Information Technology, Business Management, Computer Science or related fieldMinimum number of years of directly related experience: Five years of directly related experience, two of which must have been in a supervisory capacity. In lieu of a degree, incumbent must possess nine years of experience. Education and/or experience preferences: Experience in a full-service, public sector IT department. Interaction with Groups/Agencies/Entities: Works with department staff, and all City staff including supervisors, managers, and Department Directors, bargaining unit representatives, and vendors. Responds to internal and external requests for employee information. Presents a friendly and courteous image for the city with job applicants, the general public, employees, and public officials. Authorities and AccountabilitiesLevel of independent decision making: High--incumbent is expected to analyze complex situations and take appropriate action Budgetary/Financial/Asset accountability: Low -- Position is accountable to a Department Director or Division Manager and cannot make major decisions or obligate the City. Span of control: Responsibility for the assigned workgroup . The position provides oversight and guidance across all City Departments with respect to Human Resource matters.For positions that supervise: Approximate number of employees directly supervised: 4 Approximate number of employees indirectly supervised through subordinate managers/supervisors (excludes direct reports): 1 to 5 Essential FunctionsThe following functions are typical for this position. Other duties may be required and assigned.Acts as Director in his/her absence.Manages the IT operations and supervises staff.Plans, organizes and manages work assignments of operational functions. Develops, implements and monitors work objectives to achieve strategic initiatives. Provides project oversight and guidance to team members to ensure successful completion occurs on time and on budget.Assists the Director of IT to develop, plan, evaluate, and implement strategic initiatives of the City. Assists in the oversight of day-to-day operations of staff to ensure the uninterrupted delivery of systems and services to internal employees and external customers.Advises on different Operations regarding policy issues, application security, programs, and projects to meet operational requirements; advises on and assists in identifying, articulating, and implementing policies, programs, and projects. Establishes and monitors service level agreements (SLA) for key systems and services provided by the IT Department to ensure the availability of unified resources Citywide. Defines and implements key process indicators to measure the effectiveness of IT Operations and support team processes, systems, and service levels.Reviews the IT department budget, contracts, and procedures to identify opportunities for cost avoidance and/or savings. Assists the Director in the preparation of and the administration of budgets, and budget recommendations and monitors assigned budget expenditures.Monitors the quality assurance, deployment, and support teams to resolve day-to-day resolution of technical issues. Coordinate with the HR training specialist to educate and train City users on the different applications that are deployed and supported Citywide.Provides direction and guidance to IT Team members, establishes priorities, organizes application-related projects, and drives the execution of strategic initiatives and tactical roadmaps established by the Director of IT and program leadership. Ensures that the IT staff members have defined training and development plans to promote growth and retain highly-skilled technicians.Develops and implements a succession plan for the IT Operations managers and staff. Coach, mentor, develop, and nurture staff. Communicates job requirements and manages employee performance.Manage all aspects of projects and program engagement activities and resources within contractual constraints, including leading project team meetings, and ensuring timely and high-quality deliverables, budgets, deadlines, and overall project timeline.Provide clear communication and coordination with client and internal teams throughout the project to include alignment of timelines and deliverables, expectations, requirements gathering, project milestones, deliverables, dependencies, risks, and issues.Keep close communication with all internal teams.Performs all other duties as assigned.Follows best practices for an inventory of software and hardware configuration, credentials/authorization, installation, and use, as well as software licensing in Help desk software or other processes.Oversees the disposal of equipment based on Procurement guidelines; as well as established procedures.Oversees the setup and configuration of mobile devices - Android, Apple, MS, etc.Participates with evaluation and oversees the implementation of new systems for the CityMust be able to pass Criminal Justice Information System (CJIS) background checkPhysical Requirements and Working ConditionsDaily activity level: Primarily sedentary Physical characteristics: Job requires verbal and oral communication; Job requires reading and comprehension of written materials; Job requires normal vision; Fine finger manipulation; Grasping with hand, gripping; keystroking or repetitive motion of hands/fingers/arms; Lifting/carrying/push/pull up to 49 lbs.
