Position Objective: Provide support services as a Sr. Management Analyst in support of the Foreign Service Institute (FSI), Leadership and Management School (LMS). Duties and Responsibilities: * Analyze and evaluate existing processes and operating procedures and suggest methods for streamlining, automating, and improving operations, , as well as draft and update standard operating procedures. * Draft requirements and conduct market research for all automation actions. * Draft the scope of work for any potential acquisitions. * Identify funding requirements for automation actions. * Responsible for comprehensive schedule and identifying risks of automation actions. * Create and present program management reviews weekly and brief leadership on the status of each project. * Provide oversight on automation implementation. * Oversee coordination of office logistics, moves, and records management and retention. * Develop data, spreadsheets, reports, charts, graphs, presentations, and narratives, and draft justifications in support of financial planning and tracking activities. * Assist with MGT Office budgeting and contract management; funding, procurement, and travel requests; or invoicing activities. * Contribute to the annual initial and mid-year financial planning. • Handle confidential and/or personnel sensitive information with tact and discretion. Basic Qualifications: * Bachelor''s degree required. * Minimum of 7 years'' relevant experience or 4 years plus MS/MA (or higher) degree in a related field. * Experience performing work in support of federal budget processes. * Experience performing work in support of federal contract administration. * High level skills in Microsoft Outlook, Word, Excel, and PowerPoint; database and spreadsheet management experience required. * Secret clearance is required. * US Citizenship Minimum Qualifications: * Master''s Degree preferred. * Ability to independently prioritize to meet competing deadlines. * Ability to work collaboratively and productively as part of a team. * Experience working in a diverse cultural setting. * Excellent verbal and written communication skills in English. * Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of programs, along with knowledge of the mission, organization, and work processes of programs throughout a Department of State bureau, and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions. Knowledge is applied in conducting studies, analyzing findings and making recommendations related to the planning of substantive operating programs. * The work requires drafting project papers and staff reports and organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Experience and familiarity with the federal government is preferred. * Candidates shall have knowledge and experience performing the following duties: process mapping, quantitative data analysis and metrics, life cycle costing, business and organizational improvement, and trend analysis. * Proficiency in the Microsoft Office Suite. * Demonstrated experience with budget formulation and execution. * Previous experience within the Department of State preferred. *This job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required by this position.
