SPECIFIC JOB DESCRIPTION: ANSER is seeking an analyst to support the DASD for Real Property as a Strategic Site Planner and Space Utilization Analyst. Work will be conducted at the Pentagon, Mark Center and via telework. The selected candidate will be responsible for providing planning in support of the DASDs long-range facilities and infrastructure development complying with Offices Real Property Asset Management (RPAM) Order 430.1b. This employee in this position will engage with minimal direction in facilities planning activities at both strategic and tactical levels to generate creative options. PRIMARY TASKS : * Use independent judgment and latitude in performing space and site surveys, utilization studies, and other metric analysis to support Program strategic planning, DoD-wide organizational objectives, and DoD audit/reporting. * Lead project-specific space studies to support Programs in developing facility project proposals. * Use independent judgment within broadly defined practices to facilitate issue-specific analysis, findings, and negotiation for resolving conflicts in space and site issues. * Provide subject matter expertise on space and site planning guidelines, policies, and regulations to interpret, generate and analyze technical data in support of space and facility project proposals. * Analyze Real Property databases to develop advanced technical solutions to support planning documents, initiatives, proposals, and special studies. * Provide space and site planning assistance related to campus development, migration planning, and special assignments. * Assist in writing Findings and Determinations which set requirements for land use and project requirements. * Perform all assignments in accordance with security and business practice requirements and policies. * Perform other duties as assigned. REQUIREMENTS: * Active DoD SECRET Clearance * Masters Degree in Civil/Site Development Engineering, Urban Planning, Land Use Planning, Architecture, Landscape Architecture, or an engineering-related field, or an equivalent level of demonstrated knowledge and extensive work-related experience. * Minimum 10 years of experience * Demonstrated technical knowledge and experience in space planning, utilization analysis, urban planning and/or site management including metrics development and validation in a facility complex with multiple user groups. * Significant experience conceptualizing and exercising independent judgement within broadly defined policies and practices to resolve complex issues requiring in-depth analysis and creative approaches to generate resolution alternatives. * Excellent organizational problem-solving and decision-making that requires in-depth analysis and frequent use of ingenuity and creativity. * Demonstrated advanced written and verbal communication skills for effectively presenting, explaining, and advising technical information to management and stakeholders. * Regular in-person presence at client site is required. However, a hybrid of in-office and telework is acceptable. Desired Qualifications: * Knowledge of DASD(Real Property) operations or understanding of Service-level requirements. * Knowledge and experience with digital graphic simulation software (such as AutoCAD, Sketchup-3D or Revit).
