Summary: The Contractor shall provide program/project management, instructional design, training development, programming and multimedia support to include: business process improvements and analytical studies; instructional system design/development; training support; multimedia and video support; information technology (IT) and data management support; and translation services. Essential Job Functions: The contractor shall assist client subject matter experts/program managers in planning, organizing, and directing the completion of specific projects while ensuring these projects are on time, on budget, and within scope. To support these activities, the contractor shall perform assigned tasks as specified at the task order level. General tasks include but are not limited to: Contractor shall implement detailed timelines and status reporting mechanisms for projects Contractor shall monitor the timely completion of planned project tasks with all affected departments and communicate delays that occur. Contractor shall recommend alternatives to internal and external management to get projects back on track. Contractor shall prepare and present professional, high-quality, and timely deliverables and status reports. Contractor shall provide technical advice and assistance to all levels of management officials within MEDCoE. Contractor shall assist in the development of guidance, procedures and standards for new and/or changing program area. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of MEDCoEs mission requirements. Contractor shall assist in the development of plans and complete projects, or portions of broader programs to resolve controversial issues or problems. Analyzes significant management issues and problems and develops recommendations and alternative solutions. Contractor shall maintain current detailed data for project management employing Microsoft Project, Microsoft Access, and Microsoft Excel. Preferred Knowledge/Skills/Experience: Refer to Part 5.1, Project Management Planning (PMP) Certification, Agile Project Management Certifications Thorough knowledge of Microsoft Project and additional software in the Microsoft Office suite of applications and data systems are essential. Labor Category Levels: Level I: Has up to 3 years experience and a BA/BS degree or certification. This labor category is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions. Level II: Has 4 to 10 years experience and a BA/BS or MA/MS degree or certification. Typically performs all functional duties independently. Level III: Has over 10 years experience and/or a MA/MS degree or certification. Typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific project/task. Level IV: A Subject Matter Expert (SME) has qualifications and/or particular expertise that are exceptional and/or highly unique. SMEs do not have specific experience/education qualifications but are leaders for a given area of expertise. SMEs typically initiate, supervise, and/or develop requirements from a projects inception to conclusion for complex to extremely complex programs. Provides strategic advice, technical guidance and expertise to program and project staff; provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for mission critical challenges/issues; consults with client to define need or problem; supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
