Job Description

Overview LMI is currently seeking a Senior Infrastructure Program Analyst to provide technical , analytical, financial, administrative, and specialized support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E) ) /Office of the Chief Technology Officer for Science and Technology (DCTO(S&T) ) in Washington, DC. Daily operations will include providing support to develop, manage, implement, report, sustain, evaluate, and analyze DoD infrastructure (INF) activities to ensure the Department''s collective effort anticipates and responds to DoD INF needs in the near, mid, and long term. This position requires an active DoD Secret Clearanc e. Responsibilities * Assist with overall INF / Military Construction ( MilCon ) program management * Gather data and provide technical support of all INF program activities from creation, development, management , analysis, evaluation, implementation, and sustainment * Develop INF programmatic and technical materials including program overviews, briefs, data calls, reports, position papers, metrics, and plans of action and milestone s * Collect data and consolidate reports from multiple sources to assist with developing responses, reports, or reviews pertaining to INF annual and periodic data calls * Support INF recognition activities and funding opportunities for INF programs * Develop tools and processes for management of INF related activities * Conduct periodic technical trends analysis, literature research, or other methods to assess current trends in local, regional, and national INF effectiveness * Examine construction development efforts from academia, industry, not-for-profit organizations, and other Federal agencies * Identify best practices and outcomes from trends analysis and research to enhance information provided to program investments plans * Create white papers, reports , and articles on INF processes, program funding, and innovative projects and programs * Support the management and tracking of applicable legislation and policy for the INF program * Support development, management, coordination, evaluation, sustainment and updating of the DoD INF strategic plans, implementation plans, evaluation plans, related policies, and DoD Instruction s * Support INF strategic communications to internal and external stakeholders to promote cohesive and coordinated Department-wide INF efforts * Conduct analysis, literature research , and collect information on effective methods to amplify awareness of the breadth of the DoD INF''s efforts * Manage information and communications support * Identify the DoD core technical competencies (CTC) and assess support of the CTCs by the DoD laboratories * Coordinate the planning and execution of OSD -led INF activities and events * Provide support to the Laboratory Quality Enhancement Panel (LQEP) * Build a long-term strategic plan for Lab MILCON and recapitalization * Occasional travel may be required Qualifications * Bachelor''s degree from an accredited college or university in science, technology, engineering, mathematics, or related fields * Secret security clearance * 10 years of recent and relevant experience in supporting INF/military construction programs or other S&T programs * Knowledge of IN F policy, authorities, laws, and regulations * Knowledge of program and budget analysis * Skills in preparing and writing reports from multiple sources * Experience in strategic communications * Experience in comprehensive evaluations, to include development/review of Aware/Funding Opportunities packets * Excellent skills in MS Word, MS PowerPoint, MS Excel, MS Access, MS Teams, and SharePoint * Excellent communication skills for daily interactions, briefings, and meeting moderation * Proven record of ability to work independently in a complex, distributed environment * Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes) and without detailed guidance
