The Intelligence Analysis Mission Integration Department (N442) is seeking a Project Leader for GETTYSBURG, a core USGC-B project responsible for supporting the counterproliferation mission within the National Intelligence Program (USGC-B). The Mission Integration Department develops technical analyses and tools to enhance the nations counterintelligence, counter-insider threat, and counterproliferation strategies and capabilities. The work requires operating with the senior levels of government, as well as a comprehensive understanding of the Intelligence Community, particularly the partners and stakeholders in the counterproliferation mission. Job Responsibilities :The PL is responsible for all aspects of leading and administering project GETTYSBURG, a work program focused on strategic planning as well as programmatic and technical assessments supporting the development of innovative solutions to reduce the threat of weapons of mass destruction (WMD). The projects objectives include: supporting senior counterproliferation policy makers in aligning activities and resources to whole of government, national level counterproliferation strategies; leading technical assessments of proposals to inform government funding decisions; providing communication, collaboration, and integration across the government to effectively transfer technology solutions to appropriate users; and evaluating the performance and success of research efforts, campaigns, and collection strategies in countering WMD proliferation. The successful candidate will have comprehensive knowledge of WMD threats and capability gaps including chemical, biological, nuclear and delivery systems, as well as familiarity with advanced technologies that could offer potential solutions to counterproliferation challenges. A successful project leader will also excel in identifying additional sponsor needs and bringing in specialized expertise from across MITRE to provide necessary support.This is an opportunity for you to develop and expand your project leadership and technical skills while contributing to a distinctive project with cross-cutting IC impact. This position requires initiative, creative leadership, demonstrated Functional Management experience, and in-depth understanding of counterproliferation and interagency coordination.When not engaging in project leadership activities, you will provide hands-on technical support to the project by applying your existing skills in chemical, biological, and nuclear weapons and their delivery systems and other unique work areas.Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with CI or FS polygraph cannot be considered for this opening.Required Qualifications :PhD in science or engineering.Ten or more years in intelligence community research and development experience.Five or more years of program management experience planning, leading, and completing scientific research projects.Deep subject matter expertise in counterproliferation and weapons of mass destruction, including current knowledge of research, reporting, and analysis on scientific and technical topics of interest to the intelligence community counterproliferation community.An active TS/SCI clearance with polygraphSuperior customer engagement, communications, and problem-solving skills and experience in politically sensitive, high-risk customer contexts.Ability to work effectively in a dynamic and complex environment, engage with senior government officers on complex technical and programmatic issues, and manage the competing equities of various government stakeholdersProven ability to develop and shape work products and recommendations that balance depth with timeliness and technical improvements with programmatic constraints.Recognition as a thought leaderPreferred Qualifications :Strong knowledge of the IC, including its culture and challenges; experience working at senior levels within multiple agenciesExperience with all aspects of project management, such as work shaping, staff planning and selection, recruiting, budgeting, and reportingStrong leadership and networking skills to reach back proactively into MITRE to identify and recruit key talent to support the programKnowledge of the functions and unique position of Federally Funded Research and Development Centers (FFRDCs), including MITREs value proposition, structure, capabilities, and contributions to the Intelligence CommunityHands-on laboratory experience performing basic or applied scientific researchThis requisition requires the candidate to have a minimum of the following clearance(s): This requisition requires the hired candidate to have or obtain, within one year from the date of hire, the following clearance(s): Subject to all federal and state laws, rules and regulations, MITRE requires all employees to be fully vaccinated against COVID-19.
