Description of WorkThis position is being reposted, previous candidates need not apply to be considered. Recruitment Range: $45,675.00-$62,100.00. Salary Grade: NC13Depending on business need and job suitability, this position may be a candidate for Tele-work, subject to management approval. The North Carolina Department of Commerce is the state''s lead agency for economic, community and workforce development. The agency is comprised of 2200 positions across a variety of divisions and commission with widely variety respective missions. The Salary Administration & Class/Comp Specialist will be responsible for the oversight and implementation of the agency''s classification & compensation/salary administration and will be responsible for calculating and developing narrative justifications for salary decisions for assigned actions, reviewing salary decisions and narrative justifications done by other HR employees for completeness, accuracy, and thoroughness; as well as ensure consistency in the use and enforcement of State policies and procedures and Department of Commerce salary philosophy. Responsibilities include but are not limited to: The position is responsible for the classification of assigned occupational classes. Perform division and agency scale equity studies and will make recommendations to HR management regarding opportunities to lessen or eliminate salary compression and salary inequities. Evaluation, analysis and decision-making related to the proper classification of all assigned classes; assisting with developing and implementing job class administrative guidelines for employee qualifications and salary administration. Provide salary administration.OM Management.FLSA determination and classification and compensation administration for the Commerce Agency, specifically, the Division of Employment Security (DES). Consult with management regarding appropriate salary increases from reallocations and in-range requests and document all salary adjustment exceptions. Enter data into the HRIS system, run reports and relay HR concerns and make recommendations. Assist with job class studies. Demonstrated knowledge of human resources practices, policies and procedures related to the State of North Carolina Salary Administration program. Demonstrated experience in applying and interpreting Human Resources and department guidelines and policies. Demonstrated knowledge of Federal and State Laws relating to Human Resources. Demonstrated experience in position classification and/or compensation/salary administration methods and techniques. Demonstrated experience updating employee/position records and/or researching employee, position and organizational issues the Human Resources Information System (HRIS). Demonstrated experience researching, analyzing and synthesizing large amounts of data and make recommendations. Demonstrated experience using MS Excel or similar software to calculate salaries, project cost associated with salary projections, or generate large scale salary analysis tools. Demonstrated ability to communicate complex information orally and in writing to a variety of audiences.
