Job Overview:The Quality Control (QC) BSA/AML Analyst assists the Quality Control Manager - AML, with quality assurance of the BSA/AML program and acts to ensure compliance efforts are maintained in accordance with Federal regulations. This position will conduct quality assurance reviews on all aspects of the AML program, including but not limited to transaction monitoring, watch list screening, customer files/CDD/KYC/EDD, sanctions alerts and various processes such as 314(a), 314(b) and Section 311 Special Measures. The QC BSA/AML Analyst will draft and revise policies and procedures as well as participate in compliance projects as assigned that relate to AML Compliance initiatives. The QC BSA/AML Analyst will help develop and provide targeted training as necessary.Context of Job:The AML Compliance Department is part of Compliance, Rabobank North America. This group provides compliance advisory and support services to the NY Branch, Rural Lending, RSI, the Canada Branch, and the Mexico Representative Office and to Utrecht America Holdings.Job Requirements:Key Responsibilities and Accountabilities: Knowledgeable and compliant with laws, regulations, policies, and procedures applicable to the organization.Provide day-to-day on-going compliance support to ensure adherence to relevant state and federal laws and regulation in support of the AML compliance program. Provide updates to the Quality Control Manager on a regular basis.Work with the Quality Control Manager to monitor risks associated with compliance activities; evaluate the accuracy and completeness of Rabobank North America business processes as they relate to regulatory requirements (domestic and internationally). Provide support on risks identified and provide input on development/implementation to ensure efficiency and complianceContribute to the development of appropriate and effective policies, procedures, and compliance tools while taking into consideration regulatory requirements, best industry practices and Rabobank business composition.Act on own initiative (or at the direction of the Quality Control Manager, but in line with established policies and procedures). The QC BSA/AML Analyst performs duties of a complex and confidential nature that requires the use of tact, discretion and excellent judgment. Maintaining the confidentiality of sensitive information is of the utmost importance.Identify and recommend training opportunities to ensure that all appropriate employees and management are knowledgeable of, and comply with, pertinent federal and state standards.Coach, train, and develop other members of the QC BSA/AML & Sanctions Team and serve as a resource to other employees cross functionally as necessary.Demonstrate organizational support through positive teamwork, trust and mutual respect for customers and employees. Drive initiatives that reinforce the mission, value and advocacy model for the organization.At the direction of the Quality Control Manager, performs all actions necessary to ensure that policies and procedures are in compliance with the multitude of consumer legal and regulatory requirements. Updates AML policies and procedures, as necessary.Responsible for the accurate, timely completion of assigned duties and maintaining the confidentiality of sensitive information.Test the accuracy and completeness of business processes as they relate to BSA/AML & Sanctions Compliance Program. Clear, concise and persuasive writing and presentation skills.Strong PC skills pertaining to Microsoft Office applications such as Word, PowerPoint, Excel, Outlook, OneDrive, OneNote...etc.Occasional travel may be necessary; currently, regular travel is not expectedQualifications: Essential:Bachelor''s degree with 2-5 years financial institution experience in the areas of branch operations or consumer and/or business lending or a minimum of 5 years related compliance experience required.3 or more years of prior BSA/AML and Sanctions experience.2 or more years of experience in a Quality Assurance/Quality Control function.Working knowledge of banking, insurance and commercial credit regulations required.Experience in BSA/AML Compliance risk associated with credit/lending transactions of a short-term/revolving type and trade finance.Experience in oversight of BSA/AML & Sanctions regulatory compliance requirements, policy and procedure development of financial operations/risk management, risk assessment and mitigation; general agricultural awareness.Certificates of completion from nationally or internationally recognized compliance schools are preferred.
