Job Description

Location: Rockville, MD Education Required: Bachelor''s degree required, preferably in math, engineering, business, or the sciences. Skills Required: We are seeking a cost analyst to develop financial tools and integrated cost models to support performance measurement and financial forecasting for the NIH All of Us Research Program (AOURP). Candidate shall possess a Bachelor''s degree in Statistics, Mathematics, Finance, Economics, or a related discipline. Candidate shall have minimum of 4 years of work experience with at least 2 years relevant experience in financial forecasting and cost modeling of complex systems or processes, preferably involving healthcare or biomedical research and development systems or processes, but also including: * Bachelor''s degree preferred, preferably in computer science, management information systems, math or engineering. * Ability to evaluate processes critically and decompose them for cost analysis, must demonstrate highly advanced skills in pertinent software applications * Proficiency with Microsoft Office Suite (Excel, Word, Project, and PowerPoint * Experience with ACEIT (Automated Cost Estimating Integrated Tools) and MS Power BI preferred * Excellent interpersonal and communications abilities in working closely with senior professionals, and reporting to senior executives * Experience developing project management plans and comprehensive reports to assist with streamlining and standardizing financial management processes and detailing analytical results to assist managers with the execution * Attention to detail and ability to develop a reasonable basis of estimate * Ability to obtain NIH Public Trust clearance * Must be able to receive and maintain a secret level security clearance. U.S. Citizenship is required. Responsibilities: * Develop individual tools to track financial and technical performance of each of the individual awardees that provide the various components of the program, and evaluate the Return on Investment provided by these awardees and component services * Develop and manage continuous model documentation, customer briefs, and analytical reports * Design and develop individual and integrated predictive cost models of the various program components to support scenario-driven mid- and long-range forecasting of program costs and enable analysis of alternatives * Identify and extract relevant cost and performance data from technical progress reports or other business documentation for incorporation into financial models * Perform research and actively engage in productive discussions with clinical, scientific, technical, and other subject matter experts who span the spectrum of activities involved in the program in order to (1) identify appropriate performance measures for monitoring purposes, (2) define critical fixed and variable cost drivers to be incorporated into cost models and identify and obtain data on costs associated with each driver, and (3) identify inter-relationships between the component activities
