Overview LMI is currently seeking a Senior Technology Transfer Program Analyst to provide technical , analytical, financial, administrative, and specialized support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E) ) /Office of the Chief Technology Officer for Science and Technology (DCTO(S&T) ) in Washington, DC. Daily operations will include providing support to develop, manage, implement, report, sustain, evaluate, and analyze DoD Technology Transfer (T2), Technology Transition (TT), and Public Private Partnership (P3) activities to ensure that the Department''s collective effort anticipates and responds to DoD needs for technology programs and partnerships in the near, mid, and long term . Responsibilities * S upport all T2/TT/P3 activities from creation, development, coordination, management, analysis, evaluation, implementation, and sustainment * Develop T2/TT/P3 programmatic and technical materials including program overviews, briefs, data calls, reports, position papers, metrics, and plans of action and milestones * Collect data and consolidate reports from multiple sources to assist with developing responses, reports, or reviews pertaining to T2/TT/P3 annual and periodic data calls * Support T2/TT/P3 recognition activities and funding opportunities * Develop T2/TT/P3 tool and processes for management of T2/TT/P3 related activities * Construct proposals, evaluation criteria, program plans , and budgets * Assist in the T2/TT/P3 award and funding process * Conduct periodic technical trends analysis, literature research, or other methods to assess current trends in local, regional, and national T2/TT/P 3 effectiveness * Assess existing policies, statutes, DoD Instructions, strategic guidance , and other directions pertaining to T2/TT/P3 development initiatives * Create white papers, reports , and articles on T2/TT/P3 processes, program funding, and innovative projects and programs * Support the management and tracking of applicable legislation and policy * Support development, management, coordination, evaluation, sustainment , and updating of the DoD T2/TT/P3 strategic plans, implementation plans, evaluation plans, related policies, and DoD Instruction s * Support T2/TT/P3 strategic communications to internal and external stakeholders * Conduct analysis, literature research , and collect information on effective methods to amplify awareness of the breadth of the DoD T2/TT/P3''s efforts * Support the T2/TT/P3 DoD Metrics projects to identify the DoD core technical competencies (CTC) and assess the support of the CTCs by the DoD''s laboratories * Plan the development, evaluation, analysis, management, sustainment , and execution of OSD-led T2/TT/P3 activities and events * Support Components in partnering with academia, industry, not-for-profit organizations, and other Federal agencies to leverage reach and maximize impact of T2/TT/P3 investments * Assist in improv ing s trategies for using Service laboratories to leverage private sector innovation and concurrently develop new business models for the T2/TT/P3 process Qualifications Required : * Bachelor''s degree from an accredited college or university in science, technology, engineering, mathematics, or related fields * Secret security clearance * 10 years of recent and relevant experience * Progressive p rogram management experience in supporting T2/TT/P3 programs or other S&T program management duties * Working knowledge of T2/TT/P3 policy, authorities, laws , and regulations * Demonstrated knowledge of T2/TT/P3 program and budget analysis * Strategic communications experience * Comprehensive evaluation experience involving the review of award and proposal funding opportunities packages * Excellent skills in detailed project administration managing on time deliverables in an adaptive work environment with changing requirements as projects evolve * Excellent skills in oral and written communication * Excellent skills in MS Word, MS PowerPoint, MS Excel, MS Teams, and SharePoint * Excellent skills in detailed administrative projects that require follow-up and follow through while maintaining a strong commitment to scheduled deliverables * Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes) and without detailed guidance * Occasional travel may be required
