Summary The position will serve as the Transportation Assistant (Employee Travel Clerk) within Fiscal Service at the Hampton VAMC. This position has the responsibility for operation of all Veteran Health Administration (VHA) medical facilities within Virginia. independently arranges all travel for employees of the Medical Center, EEO investigators for pending cases traveling to this center, interviewees, Veterans and Volunteers approved for designated General Post Fund Travel. Responsibilities The following duties are required of the position; they include, but are not limited it: Major Duties: Advises all travelers regarding the regulations applicable to temporary travel, including any necessary health or visa regulations for foreign travel. Serves as the travel liaison for contact with other Medical Centers, VA Central Office, VA Regional District, and non-VA personnel. Provides prospective travelers with the availability of various modes of travel and accommodations. Ensures all applicable regulations and cost saving procedures are followed. Explains any restrictions which may apply concerning accommodations, and transportations. Ensures that all travel advances are not in excess of current VA policy. Plans travel itineraries which must include the most direct route, least cost, and most efficient service. Must be knowledgeable of all applicable travel fund control points currently in effect for this Center. Responsible for securing access codes for the credit card portal and encouraging frequent travelers to apply for and use travel cards in connection with official travel if traveling more than three times within a fiscal year. Assists with the applications, transfers, balances, and cancellations of accounts. Maintains and audits monthly reports of travel card usage by account holders to ensure compliance with federal regulations. Ensures that all VA and GSA regulations are followed and advises the traveler of any discrepancies. Follow up on all travel episodes to guarantee the prompt filing of all claims and that required deadlines are met. Coordinates with Voucher Audit and Accounting in the preparation of accurate claims and liquidation of outstanding obligations. Coordinates with Payroll for filing of any outstanding travel debt to be deducted from employee pay through DFAS processing. Work Schedule: 8:00AM - 4:30PM - Monday - Friday Telework: AD-HOC, for trained applicants. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 06 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a number of applicable laws and regulations which includes Civilian Personnel Law Title III, & Tile IV, 41CFR, CH 301 & 302, Financial Policy Volume XIV, and other directives such as circulars, interim issues, bulletins, etc., and all other directives relating to auditing and travel. Working knowledge of accounting procedures as they apply to travel and vouchers in order to properly process documents and research unusual situations and inquiries. Knowledge of the processing cycles and deadlines in the Financial Management System (FMS) accounting system, and familiarity with the transaction types recorded in the FMS system for both travel and vouchers. Must be skilled in operating a calculator and computer terminal. Requires typing ability, but not the skills of a qualified typist. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
