In this role the PM is responsible for protective services at NASA Headquarters (HQ) located at the Washington Naval Yard in Washington DC.Responsibilities:The Site Manager (SM) provides for the administration and technical supervision of of contractor employees.The SM shall be the PMs primary representative at each ER Center and operating location and have the PMs full autonomous authority to act on matters pertaining to the services under this contract across all functions and acts as the primary interface between the PM, the Center CO, and Task Monitor.The SM shall notify the Center CO and Task Monitor of any situations that may adversely impact the timely and cost-effective delivery of quality products and services under the annexes to the contract.The SM shall be available to the Center CO and Task Monitor 24 hours a day, 7 days a week, and shall return calls and messages within 60 minutes. The SM shall be on duty during the hours designated in the annexes.Daily oversight of the site protective servicesDuties include monitoring and controlling schedules and quality controlAssigning personnel consistent with contract requirementsUnderstanding, and assuring compliance with all minimum standards and all applicable or relevant and appropriate requirements include Federal and state requirements.Effective administrative supportEnsuring all contract deliverables and contract deliverables are completedThe contractor shall develop, maintain, and enforce the Contractors QC program.QualificationsMinimum Qualifications:Possess a minimum of 8 Years managing contract Law Enforcement personnel of at least 50 armed personnel or 10 years Supervisor of at least 50-armed law enforcement employees.Bachelors degree or a combination of at least eight years of experience serving as a Security Operations Manager overseeing armed personnel and some formal education.Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with NASA Personnel.Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.Knowledge of program objectives, policies, procedures, and requirements for managing a support services contract.Must be a United States citizen, or a person lawfully admitted into the United States with permanent residence in the U.S. for the last five (5) years.Training Minimum RequirementsNASA Basic Training Standard (NBTS).ICS-100: Introduction to the Incident Command System.ICS-200: ICS for Single Resources and Initial Action Incidents.ICS-300: Intermediate ICS for Expanding Incidents.ICS-400: Advanced Incident Command System for Command and General Staff.IS-775: EOC Management and Operations.IS-800: National Response Framework, An Introduction.NASA SATERN.Knowledge, Skills, and Abilities:Speak, read, write, and understand English.Concisely and accurately prepare and write narratives ofincidents and other written reports.Exercises judgment and uses discretion in dealing with first response to any and all situations.Maintain a professional personal appearance, calm demeanor, and discretion with confidential information.Ability to work with a diverse population of people,including people of different cultures, with different values and lifestyles; with a cross cultural perspective.Budgeting and financial analysis.Develops project cost/schedule baselines and budgets.Monitors project actuals and resolves issues.Monitors outstanding project commitments monthly project financial forecasts and conducts variance analysis.Analyze project reports to identify and resolve municates project status and findings to Corporate Management.Track contractual obligations and deliverables.Identifying and analyzing project risk.Development and execution of internal and external project reviews.Strong skills in MS Word, Excel, PowerPoint, and Sharepoint.CertificationCompletion of the NASA Emergency Response Official (ERO) certification upon assignment.Security ClearanceThis position requires a Secret Level personnel security clearance.The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
