Under the supervision of the Accounts Payable Supervisor, this position work independently to provide journey-level professional accounts payable support to the Washington Military Department. This recruitment will be utilized to fill two Fiscal Analyst 2 vacancies - one permanent and one project. The project appointment is anticipated to last 24 months and may be extended dependent on project funding. This is a civilian position and does not require military service affiliation. DutiesReview and pay invoicesReview and analyze invoices for payables. Ensure vendor and amount paid are accurate, appropriate authorization to pay has been provided, and coding structures are current and accurate.Ensure accurate split coding is applied when appropriate to ensure that all entries balance with documentation.Prepare and batch payment documentation for payments.Review purchase card documentation and process purchase card payment and journal voucher batchesReview purchase card reconciliation documentation provided by purchase card approving managers, ensure all documentation, including receipts and coding information have been provided.Follow up with purchase card approving managers regarding any missing or incomplete documentation.Verify purchases follow all applicable agency purchase policies.Prepare and batch documentation for payment.Maintain full documentation on accounting and tracking logs for all payments.Process payments for contracts, grants, purchase orders, and field ordersReview and analyze purchase documents, purchase orders, and field orders. Monitor invoices and review and process payment requests.Ensure accurate split coding is applied and that all entries balance with documentation.Prepare and batch payment documentation for payments.Enter and upload payment information into the state financial system of record.Maintain full documentation on accounting and applicable tracking logs for payments. Process payments owed to other state agenciesReview and analyze interagency invoices. Ensure agency and payment amounts are accurate, appropriate authorization to pay has been provided, and coding structures are current and accurate.Process payments to/for agency employeesReview and analyze travel reimbursement requests to confirm compliance with SAAM and agency travel policy.Review reimbursement requests submitted by agency employees.Verify correct coding structures, and prepare all documents for payment processing.Review and analyze financial data from the state accounting system for reconciliation and make necessary correctionsQualificationsREQUIRED One year of experience as a Fiscal Analyst 1; OR Two years of professional level accounting, budgeting, and/or auditing experience. College level education in accounting or related field can substitute for experience on a one year of experience is equivalent to two years of education. DESIRED Education: Bachelor''s degree in accounting or related field. Experience: State Accounting Systems: Working with the State of Washington accounting/budget systems (AFRS, Enterprise Reporting, TEMS, TM$, Workday, etc.).Payment Management: Monitoring, tracking, and/or making fiscal or contribution adjustments to worksheets or invoices for federal, state, local governments, or private entities. Skills and Abilities to: Prepare financial statements, fiscal year closings, financial and statistical reports.Prepare, reconcile, and analyze worksheets, reports and data using Excel, and Web-Intelligence.Reconcile and research general ledger accounts and subsidary ledgers to the general ledgers.Provide excellent customer service to vendors, project staff, local jurisdictions, and other state agencies.Use Microsoft Office Suite (including Word, Excel, Outlook, TEAMS, SharePoint, or similar software) to develop documents in support of program objectives. This is required for base access and will be required upon hire. Military Facility: Willingness to work on a Military Controlled Access Installation. Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01 ). This includes possession of an Enhanced Driver''s License, or other REAL ID Compliant Identification. Work Hours : A choice between a Tuesday through Friday (4/10 schedule) - Monday through Thursday (4/10 schedule) - or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm. Telework: This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed. Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment. Travel: Occasional statewide travel may be required.
