R-00089347 Description Job Description: Leidos is seeking an Infrastructure & Operations Manager to support the United States Antarctic Program (USAP). The Infrastructure & Operations Manager will provide oversight of the Station Operations at McMurdo, South Pole, and Palmer Stations as well as operational traverses with near and deep field camps in order for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent. This individual should be excited about problem solving and have a successful history of doing so. They should also be able to effectively communicate and collaborate across multiple functions and interact with our customer, employees, and other United States Antarctic Program (USAP) agencies at various levels. About the Antarctic Support Contract: Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF''s Office of Polar Program''s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements: * Vision: Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness. * Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent. Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines. The planning and implementation of science support requirements in Antarctica is a critical part of our mission. Primary Responsibilities: * Lead the ASC Operations Department while providing direct oversight of the Deputy Operations Manager. * Develop annual labor and material budgets for Station Operations functional areas, which include Vehicle Maintenance, Equipment Operations, Fleet Management, Traverse Operations, Fuels, Airfield Management, Fire Operations, Central Communications, Waste Operations and hospitality functions including food service, lodging, janitorial, recreation, beverage, retail, and postal operations. * Develop and maintain long range plans, in conjunction with area managers, for Station Operations departments in terms of programs, personnel, facilities, equipment, and supplies. * Monitor and report on actual progress against planned schedules in accordance with ASC procedures through the utilization of Primavera. * Liaise frequently with other functional and area managers to review schedules and projects. Understand financial trends and provide corrective action as necessary to maintain fiscal health throughout the year. * Develop and review standard operating procedures to ensure they are up to date within each geographical location. * Provide technical and administrative continuity for ASC Operations at Antarctic stations by maintaining historical and current files and monitoring progress on a year-to-year basis. * Leverage computerized maintenance management system (Maximo) to store and manage all operational data points to include maintenance, work activities, asset life-cycle management, etc. * Implement and enforce ASC''s Environmental Health & Safety, and Quality Assurance programs. Ensure subordinate employees and teammates are trained to understand Environmental Health & Safety, and Quality Assurance, requirements and goals. * Perform other duties as assigned. Basic Qualifications: * Bachelor''s Degree with 8+ years of relevant experience, or equivalent experience is required. Degree in Construction Management, Civil Engineering and/or Business Administration are preferred. * Vehicle Operator License issued by a U.S. state, district, territory or other country required. * A minimum of four years of diversified experience in Operations Management, preferably in fields requiring practical knowledge of operations and vehicle and equipment maintenance with desired experience in civil construction including airport runways, aprons, and taxiways. * Career record must include the demonstrated ability to work with and independently manage a multiple skilled workforce. Career record must also identify a strong financial background, including at least four years of supervisory and management experience. * Must be a highly motivated, self-starting team player with effective written and verbal communication and interpersonal skills. Must embody a strong work ethic and willingness to work cross functionally to complete assigned tasks. Preferred Qualifications: * Lean Six Sigma (LSS) Certification and Project Management Professional (PMP) Certification strongly desired. U.S. Citizenship or U.S. Permanent Residence is required. Deployment is required in this position at discretion of management. If required, the individual in the position must successfully complete the physical and dental examinations, and psychological examination for winter-over positions, as required by the NSF for deploying to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action. Comply with applicable safety, environment, health, and waste management policies and procedure Must be able to maintain a Public Trust security clearance. Pay Range: Pay Range $113,100.00 - $174,000.00 - $234,900.00 The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
