Financial Management Specialist Position Description CGI Federal is seeking an experienced Financial Manager Specialist for an exciting opportunity within our Intel Community. As a Financial Management Specialist, you will join a horizontal team responsible for industry outreach, providing account delivery expertise and supporting the government oversite of federal financial operations, process improvements, and strategic transformation. The SME will assist with a variety of related initiatives and tasks related to federal budgeting, acquisitions, or financials. Expertise should span the breadth of products in the market, implementation (how the products are used in a production setting), related government policy and guidance, and industry best practices. Various levels are outlined below. Your future duties and responsibilities Required qualifications to be successful in this role Expert: ResponsibilitiesIn detail, you will support federal oversite in:• Functional analysis/subject matter expertise for Federal Financial systems implementations, migrations, or sustainment• Gathers and assesses business requirements• Functionality gap analysis and solution design• Functional specifications for extensions, integrations and data migrations• Application module configuration• Test plans/scripts and system testing• Troubleshooting and sustainment activities for ERP systems• Gathering and documenting business requirements, leading fit-gap analysis, as-is and to- be business process designs• Demonstrated subject matter expertise in business systems implementations and/or sustainment• Familiarity and experience working in Federal Financial Management preferred• Knowledge of DoD/Intel finance and business systems, processes, policies, and security controls preferred Required Qualifications to be Successful in the Role:• Masters or Bachelors degree in business, accounting, finance or economics• Licensed Certified Government Financial Manager (CGFM) or Certified Defense Financial Manager (CDFM)• Minimum of five (5) years of experience in financial management disciplines generating standards, researching practices, producing analysis and issuing policies.• Extensive knowledge of the federal financials processes, directives, instructions, program guidance documents, and milestone processes.• Problem solver along with ability to multi task• Prior consulting experience in any of the following areas: o Business process improvement, o Financial management policies and procedures, o Financial system integrations o Work independently and across many initiatives at once• Active Top Secret security clearance with CI poly required (Full Scope Poly preferred) Mid-Level: ResponsibilitiesIn detail, you will provide advisory services to the government in the following areas:• Gathers and assesses business requirements• Functional analysis and subject matter expertise for new implementations or migrations performed by other contractors• Performs functionality gap analysis and supports oversite of solution design• Evaluates functional specifications for extensions, integrations and data migrations• Application module configuration• Test plans/scripts and system testing• Knowledge of troubleshooting and sustainment activities for ERP systems• Demonstrated experience gathering and documenting business requirements, leading fit-gap analysis, as-is and to- be business process designs• Demonstrated subject matter expertise in business systems implementations and/or sustainment• Familiarity and experience working in Federal Financial Management preferred• Knowledge of DoD/Intel finance and business systems, processes, policies, and security controls preferred Required Qualifications to be Successful in the Role:• Minimum of a Bachelors degree in Business, Information Technology or equivalent degree.• Minimum of three (3) years of experience in implementing or working with financial management systems for federal departments, agencies or private sector• Knowledge of the federal financials processes, directives, instructions, program guidance documents, and milestone processes.• Problem solver along with ability to multi task• Prior consulting experience in any of the following areas: o Business process improvement, o Financial management policies and procedures, o Financial system integrations o Work independently and across many initiatives at once• Active Top Secret security clearance with Full Scope Polygraph required As a Federal Contractor, all members of CGI Federal, regardless of role or work location are required to be fully vaccinated effective January 18th 2022 under the current policy, and be willing to provide proof of status, with the exception of those with approved medical or religious accommodations.
