Senior Project Manager

The Project Manager will be responsible for project success by applying agile project management best practices and working closely with project team to ensure project requirements are gathered and documented clearly, development and quality assurance tasks are scheduled and completed on time resulting in meeting project milestones with deliverables developed to specifications and that the project stays on time and on or under budget. In cases where a solution is being procured the Project Manager will be responsible for the timely and successful completion of all procurement and implementation activities, in collaboration with DESE stakeholders, EOE IT Leadership and EOE Fiscal in accordance with the procurement guidelines.RequirementsIn this role you will: Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility Perform risk management to minimize project risks Ensure resource availability and allocation Assist in the development of functional requirements Work with the Technical Lead to define technical solutions based on functional requirements for each project During procured solution implementations manage vendor relationships and related deliverables Setup and maintain project progress tracking and report on progress regularly; escalating to management as needed Coordinate internal resources and third parties/vendors for the flawless execution of project deliverables Manage projects through the application of generally accepted project management principles, based in PMI disciplines Oversee project scope, including the creation of quality business requirements, Build and manage project plan and budget, including assistance with the business case, project estimates, and management to the approved spending BASIC QUALIFICATIONS Experience leading a development team to deliver wide range of software applications Experience in all phases of business and data analysis Proven comprehension of analytic technology and ability to speak and understand in technical terms Experience working in Scrum or Agile environments Experience using JIRA, Service Now, RACI, RAIDQ as project tracking and management tools Solid technical background with understanding and/or hands-on experience in software development and web technologies Ability to apply project management knowledge to real world scenarios. Strong written and oral communication skills Three to five years of Project Manager experience leading technology software development and implementation projects in large, complex development environments with multiple types of development platforms Ability to develop and manage strong client relationships Bachelor''s Degree or higher in Computer Science, Information Technology, Business Administration or similar DESIRED SKILLS Preference may be given to individuals with experience in one or more of the following areas: 3+ years experience in system/software solution development and delivery Experience working in State or Federal Government and working knowledge of procurement, contracting, funding, etc. Experience with data modeling Understanding of ETL development Experience with database design, data modeler, administration and optimization; Experience in application development, systems administration/engineering or other technical discipline PMP certification and a background in Educational IT is a plus General Ability to recognize interpersonal, organizational, and political challenges, and understand how to navigate them effectively. Ability to promote teamwork and maintain effective communication within and across groups. Ability to exercise sound judgment and use discretion in handling confidential information. Ability to work independently as well as part of a team. Ability to be flexible and switch focus based on changing priorities.
