OverviewCentral Healths primary responsibility is to build and maintain a network of health care providers for Medical Access Program members and residents with low income and no health insurance. We partner with clinics, hospitals, and health organizations, ensuring Medical Access Program members have access to a robust set of benefits, including primary care, specialty care, behavioral health and dental care, currently at 175 locations. Central Health recently began the direct care for our patient population in specific areas and looks to expand this care provision at new and renovated clinic sites throughout Travis County.The Construction Project Manager 1 (PM1) is responsible for the implementation of projects that support Central Healths Board of Managers strategic healthcare initiatives. The PM1 is expected to apply principles of leadership, human relations, and continuous quality improvement in the overall management, coordination and development of site-based solutions that include design, development, and construction. The PM1 is responsible for the day-to-day management of critical health care projects for the residents of Travis County who rely on Central Health and our partners for improved health.This position is considered Hybrid, which means that individuals in this position may work both at an approved Offsite location and Onsite at a primary location or multiple locations based on Business Needs.ResponsibilitiesEssential Duties: Primary duties include initiation of a proposed project based on the needs of Central Health stakeholders; develop project plans, including development of project goal(s), scope, guidelines, schedule/timeline, contract documents, specifications, deliverables, budget, etc. Manage the client stakeholders, team members, or contract personnel to develop solutions and establish associated project timelines that allow for the delivery of the most strategic functionality within project parameters. Manages all aspects of the construction process including project initiation, scope definition, consultant selection and contract issuance, budget development, the bidding process, project acceptance, general contractor selection, constructability reviews, schedules, construction administration and financial & progress reports. Develop, monitor, analyze, report, and revise the project schedule by obtaining input from knowledge and/or technical sources. Ensure progress of project adheres to schedule. Gather information and requirements to develop and coordinate the scope of the project. Coordinate scope revisions with management. Consults with registered architects and professional engineers to assure conformity with project goals and stakeholder needs, project requirements, schedules, budgets, safety protocols, all applicable building codes, i.e., TJC (The Joint Commission), CMS (Centers for Medicare & Medicaid Services), TSHS (Texas Department of State Health Services), and the American with Disabilities Act. Ensures safety measures and applicable infection control protocols are followed for all construction, remodeling/renovation, or medical equipment installation projects throughout the Central health healthcare environment. Develop a capital budget by implementing Central Health budget module, producing financial cash flow models, and monitor project budget. Manages the selection, contract, coordination and delivery of Central Health vendors providing medical equipment, furniture and all other FF&E (furniture, fixtures and equipment). Negotiate contracts with consultants and vendors. Communicate and resolve issues associated with project. Develop and publish monthly project status reports. Position will require visits to prospective project sites Position will require site visits to working jobsites requiring PPE (Personal Protective Equipment)QualificationsMINIMUM EDUCATION: Bachelors Degree in architecture, engineering, construction sciences; or business management or related field required; OR High School diploma or GED and ten (10) years of relevant experiencePREFERRED EDUCATION: Graduate degree in related field, preferredMINIMUM EXPERIENCE: Five (5) years of experience in complex, cross-functional/cross-organizational project management Five (5) years of experience developing project plans, assessing, and allocating resources, tracking progress, monitoring project budgets, assessing, and mitigating risk to project completion and preparing project reports/documentation throughout life cycle of projectPREFERRED EXPERIENCE: Five or more years of experience managing construction projects in the healthcare industry, preferredPREFERRED CERTIFICATIONS/LICENSURE: Certified Associate in Project Management (CAPM) Project Management Professional (PMP) certification
