Job DescriptionThis is a fulltime remote worker opportunity. This position is accountable for and manages the development, implementation and maintenance of Medicaid implementations and special projects, as assigned. Project scope typically includes a focus on staffing, talent acquisition and new hire onboarding, to meet Medicaid contractual requirements. Scope of work may impact processes, systems, functions, and/or products. Supports the business by recommending appropriate actions, strategies, and/or alternatives to meet business needs. Has responsibility supporting all aspects of the project and prioritizing work, resources, and time. Ensures the end state of the project meets business objective(s) and that all deliverables and due dates are met. Highly collaborative process often requires managing relationships across the health plan, shared services, and with growth partners/functional areas. Length of each project may run one year or more in duration, and projects may run concurrently. Fundamental Components: Supports the execution of staffing plan to achieve business goals. Performs administrative tasks for human capital processes and SOPs. Develops and creates hiring toolkit documents, including PowerPoint presentations, best-practice training aids, interview guides, and rating/evaluation tools. Plans and leads implementation of new hire communications and logistics. Acts as point of contact for new health plan hires; conducts welcome calls and follow-up communications to ready new hires for their start date. Works with hiring leaders and internal business partners to ensure completion of new hire tasks. Supports project work plans and status reports; identifies and escalates barriers or obstacles, reports status on project work plans and tasks. Conducts candidate interviews and may perform hiring leader role, as assigned. Engages in recruiter intake meetings to ensure job postings are complete and accurate. Develops training materials, and facilitates meetings and trainings, as requested. Takes meeting minutes. Supports RFP and Readiness Review processes. Gathers documentation to support RFPs and assists with human capital related RFP responses. Researches contract(s) for staffing requirements; manages readiness review information for submittal to state. Fosters and maintain positive internal relationships with health plan, shared services and growth partners, and external recruitment vendors. Acts as an advocate for change may require influencing others to see the value in project. Administers post-project satisfaction surveys. Solicits and evaluates post-implementation feedback to enhance continuous quality improvement. Actively participates in "lessons learned" and "post-mortem" processes. Identifies gaps in end to end processes, recommends streamlined and/or innovative enhancements for new and/or existing processes, services and workflows. Tracks and maintains recruiting budget expenses, reports any variances to budget to Human Capital leader. Develops, maintains, and promotes Human Capital SOPs. Proofs branding statements, job fair communications, job aids, advertising drafts, landing page content, and other marketing tools. Creates job descriptions and job postings. Supports job requisitioning process in StarSOURCE. Creates master interviewing calendars and requests access for appropriate resources; and troubleshoots any access issues. Serves as a Subject Matter Expert for onboarding, interview processes, and other human capital SOPs. Acts as back up to Sr. Project Manager during peak times and absences. Supports and participates in Medicaid recruiting events as assigned. Maintains the Human Capital HUB and accesses granted. May coach or mentor others. Serves as technical SME. Supports the Excel hiring dashboard(s) SOP; may maintain and distribute the dashboard to key stakeholders, as assigned.Pay RangeThe typical pay range for this role is:Minimum: 43,700Maximum: 97,400Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors, including location.Required Qualifications 5+ years' experience in health care, managed care, or health plan operations is required. 3+ years' project management, or project/program support experience, including administrative and technical support skills. Advanced proficiency with MS Office Suite Applications, such as Teams, Outlook, Word, Excel, PowerPoint, Visio, OneNote, and SharePoint is required. Demonstrated ability to interact with all levels of management including C-suite/executive level leaders. 2+ years' experience delivering presentations, trainings, and facilitating meetings, is required. Exceptional communication and organizational skills. Core business hours are Monday-Friday 8am-5pm, AZ MTN time zone. Flexibility to work outside of core business hours to meet business needs/deliverables may be required. On occasion, there may be a need to work on a Saturday for a job fair/event or to complete urgent deliverable(s).Preferred Qualifications Arizona residency is preferred. 2+ years human resources and/or talent acquisition experience is strongly preferred. Microsoft Project or Asana experience is strongly preferred. Flexible and adaptable, demonstrated ability to shift work priorities in response to critical deliverables during each implementation. Self-starter and finisher. Drives for results. Experience working in matrixed organization. Demonstrates team player attitude, committed to supporting the broader team goals/deliverables.
