The Environmental Specialist - Waste oversees refinery hazardous and non-hazardous waste programs and the development of plans for minimizing, handling and disposing of wastes in compliance with applicable laws and regulations. Position will work with environmental, safety and front-line organization personnel to maintain environmental compliance. The role will: ensure RCRA regulatory objectives are continually met; will help identify compliance and work process improvements; and will provide direct oversight of contractors responsible for facilitating waste management. Responsibilities May Include: Visibly demonstrate a commitment to environmental excellence Manage the regulatory reporting of wastes and provide oversight and guidance of waste characterizations, waste handling, container management, inspections, waste tracking, manifest preparation and tracking, and recordkeeping Conduct waste sample collection and work with knowledgeable process personnel and disposal facilities to determine analytical requirements Provide oversight of spill prevention, control, and countermeasures (SPCC) plan Support development of new, or revision of existing, environmental compliance procedures Prepare for and participate in major Refinery events including turn-arounds, capital projects, HSE audits, and regulatory inspections Manage budget tracking & cost control, including: Prepare cost forecasts and process invoices Evaluate and drive cost reduction / waste minimization opportunities Participate in the day-to-day operation of the refinery by maintaining a working knowledge of the current operational status and analyzing any problem areas as it pertains to waste management Provide contractor oversight for vacuum truck, filter press, and frac tank operations Serve as one of two certified Visual Emission readers Provide work authorization permits to facilitate waste management operations at the waste pad Support Refinery by participating in the off-hours Environmental coverage rotation, as scheduled Be a member of the incident command staff serving in the waste manager position (operations branch) Required Qualifications: Legally authorized to work in the United States without restrictions Associates degree in science, engineering, or technology-related field Valid Driver's License 2 or more years of experience in a petrochemical refinery, process plant, or related industry Proficient in Microsoft Office tools (Word, Excel, PowerPoint, SharePoint, TEAMS, etc.) Must be willing and able, with or without reasonable accomodation, to comply with the following: Work safely near large, hot, high-speed machines Climb ladders and stairs up to 200 feet in height Work around chemicals, including acids and bases Work around hydrocarbons under high pressure and heat Work outside in harsh weather conditions (approximately 60/40 office and field) Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection) Maintain face daily so that a respirator / face mask can seal properly (some examples include being free of facial hair and / or clean shaven) Willing and able to obtain a Transportation Worker Identification Card (TWIC); information can be found at Preferred Qualifications: Bachelors or higher degree in science, engineering, or technology related field 5+ years of experience in a petrochemical, manufacturing plant, or related industry Previous hazardous waste management experience Basic knowledge of environmental regulations pertaining to manufacturing operations, in particular RCRA hazardous waste management. Knowledge of DOT regulations that pertain to hazardous and solid waste shipment. Self-driven, with initiative to identify potential compliance concerns and assist in addressing them Ability to work within a team environment and work to understand role and purpose in the overall team Strong written and oral communication skills, high attention to detail Strong Interpersonal skills; Able to influence others without direct authority The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
