This position will be located in Manhattan Beach, CA.The Functional manager will lead a team of approximately 10-15 engineers working within the Mission Planning department in the Mission Data Management Engineering (MDM) operating unit (OU), part of Northrop Grumman Defense Systems’ C2 & Weapons Integration (CWI) division. The successful candidate will lead direct report employees based on organizational goals, program activity, and company policies. Specific responsibilities include coordinating with programs for staffing, recruiting, training, preparing and delivering performance reviews to employees, evaluating/recommending employees for promotions, evaluating salaries and coordinating with Human Resources on potential adjustments, assisting employees in preparing performance goals, providing career guidance to employees and counseling employees on their performance as necessary. Program Execution and Engineering Excellence are our driving forces.The qualified candidate must have 85% coverage on an existing, direct program. The successful candidate will be authorized for 15% indirect charging to perform duties associated with this position.The Manager will support and be accountable for goals including:Cultivate an inclusive and engaging workplace. Ensure employees’ work life balance is appropriate.Workforce: maintain staff adequate to execute to program plans, as well as for strategic growth. Plan assignments and fill program needs to ensure success, but which also offer growth to the individuals performing the work.Performance management: on an ongoing basis engage with staff to identify growth opportunities, deficiencies, appropriate training, etc. Execute to the Enterprise review cycle. Manage compensation and career progressionCreate and maintain forward-looking processes which align to strategic goals.Basic QualificationsBS or higher degree in Science, Technology, Engineering, or Math (STEM), MIS, or related field5+ years of experience, and significant direct experience in the field of Software Engineering including Agile or SAFe methodologiesCurrent direct program duties within the MDM OUExcellent written and verbal communication skillsAbility to facilitate/mediate in conflict resolution mattersCandidate must have ability to facilitate/mediate in conflict resolution mattersCandidate must have working knowledge and experience with the SW Engineering or System Engineering disciplinesCandidate must have familiarity with the other Engineering disciplinesCurrent AP-012 SAP accessMust have an active DoD Secret clearance with an investigation within the past 5 years or enrolled in the Continuous Evaluation Program (CEP)Preferred QualificationsPrevious experience as a functional manager or technical team leaderExperience in an Agile/SAFe leadership role (Scrum Master, Product Owner, Release Train Engineer, e.g.)Familiarity with EVMS Reporting and CAM responsibilitiesExperience with Web Development and MicroservicesExperience with Microsoft Windows-based ApplicationsPrevious in-depth mission planning domain knowledge of program software design and code preferredCurrent DoD Top Secret ClearanceSalary Range: $129,900.00 - $194,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
